The immediate cause of the matter is the problem of weapons verification.

The report also states that Iraq has never given a credible account of the whereabouts of 40-70 missile warheads with biological or chemical warfare agents, and that Iraq can produce 350 litres of weapons-ready malignant anthrax pathogens per week, which is enough to make 2 missile warheads or four bombs.
