In April 2021, Shanghai police arrested Hu Hongyan on suspicion of producing and selling counterfeit and shoddy products. At present, the cases of Hu Hongyan and others have entered the court trial stage.
Hu Hongyan, a native of Hengyang, Hunan, was admitted to the Department of Chemistry of Fudan University in 2013 as a graduate student. Because "a person is a little lonely in Shanghai", she began to raise cats in 2015, and 3 years later the cat was diagnosed with an incurable "cat-borne" disease, but after she gave the cat a compound purchased from abroad, it was cured.
Due to the inconvenience of purchasing drugs, at the end of 2018, Hu Hongyan found a paper on the Internet about the miracle effect of GS441524, a compound, on the treatment of cats.
At that time, the Dutch academic journal Veterinary Microbiology published the paper on its website, and the author was researchers such as Professor Pedersen of the University of California, Davis. The paper made public for the first time the conclusion that "GS441524 can treat cat-borne gastropathy".
The compound is called "GS441524", and at the end of 2018, Hu Hongyan learned from Chinese and foreign literature that it could be used to treat "cat-borne". Therefore, with the professional ability of a graduate student in the Department of Chemistry of Fudan University, she found the molecular formula of this compound, purchased raw materials, and prepared a physical object through experimental debugging.

After the news spread, hundreds of infected cats recovered after taking the compound. The compounds synthesized by Hu Hongyan are also regarded as "life-saving medicines" in the Shanghai pet circle, and she is called "medicine god" by the cat owners.
This drug not only received good response in the domestic market, but even spread abroad, and "Chuan belly Kang" as a veterinary drug was recognized by the Yokohama Prefectural Bureau of Methods and Other Institutions in Japan.
In 2019, she improved her molecular formula and tried to apply for approval for a new veterinary drug. In the case that the application has not yet been approved, she and her partners have consulted veterinary drug experts and decided to add this harmless chemical substance to the cat as an additive to another veterinary drug that has obtained legal production approvals, and to produce and sell it.
But the situation began to take a sharp turn for the worse, because of the legality of the drug, Hu Hongyan was targeted by the relevant departments. On April 22, 2021, the Jiading Branch of the Shanghai Municipal Public Security Bureau criminally detained Hu Hongyan on suspicion of producing and selling counterfeit and shoddy products.
Hu Hongyan believes that the original intention of her pharmaceutical is to help the cat, and it does not cause any harm to the cat, and she never thought that she would be suspected of a criminal offense.

According to the situation found by the Shanghai police, Hu Hongyan, for illegal profit, colluded with others to produce injections containing GS441524 compounds for the treatment of "cat-borne" disease, and sold them to foreign countries at a price of about 1,000 yuan per bottle for profit; Hu Hongyan signed an agreement and contract with the veterinary drug production enterprise in the name of the company, and adopted the method of applying veterinary drugs to clear the temperature and septic tablets, and the pharmaceutical company produced illegally added GS441524 ingredients to her.
At the same time, he entrusted others to set up a den in Nantong and sold the Chuanbaokang tablets at prices ranging from 1,000 yuan to 1,200 yuan.
According to the Shanghai Municipal Rural Agriculture Committee, some of the "ChuanbaoKang" and "Overseas Version of Domestic Sales" are fake veterinary drugs. After the police investigation, it was determined that Hu Hongyan and others used the Qingwen septic tablets to produce the "Chuan Belly Kang" produced by the production approval document of the Qingwen Septic Tablets, and the domestic sales amount reached more than 10 million yuan. The police believe that the behavior of Hu Hongyan and others has been suspected of constituting the crime of producing and selling inferior products.
According to the Criminal Law, the crime of "producing and selling counterfeit and inferior products" refers to the act of producers and sellers adulterating or adulterating products, using false products as genuine, shoddy products as good or substandard products as qualified products, and punishing them according to the amount of sales.
At the same time, the Regulations on the Administration of Veterinary Drugs stipulate that if the type and name of the ingredients contained in veterinary drugs do not conform to the national standards of veterinary drugs, they will be identified as fake veterinary drugs; those whose ingredient content does not meet the national standards of veterinary drugs but do not belong to fake veterinary drugs will be identified as fake and inferior veterinary drugs. In the regulations, the penalties for such acts are administrative.

At present, the cases of Hu Hongyan and others have entered the court trial stage. After Hu Hongyan and others were arrested, "Chuan Belly Kang" disappeared into the market. Hu Hongyan said that the compound labeled "for testing" is to solve the problem of illegal sources.
She once learned in the process of treating the cat that some scientific research institutions use GS441524 to treat the cat in the name of "scientific research needs", otherwise it is illegal to sell drugs.
Similar precedents have existed before, on August 12, 2020, Feng and others self-formulated "GS441524 injection" for the treatment of cat infectious peritonitis for external sales, and Feng and others were sentenced to suspended sentences by the Shanghai Railway Transport Court. The judgment did not show evidence of substantial harm caused by the injection of GS441524.
Hu Hongyan, who is now awaiting trial, still believes that her original intention was to save the cat, and in her view, going to this step is also a helpless choice in the context of the drug's inability to comply quickly.
