On April 25, the Foshan Copyright Registration White Paper (2021) (hereinafter referred to as the "White Paper"),jointly compiled by the Foshan Copyright Bureau and the Foshan Copyright Protection Association, was released.

Last year, the total number of copyright registrations in Foshan reached 25,199, exceeding 20,000 for the first time, of which 14,319 were copyright registrations, an increase of 25.94% year-on-year, ranking second in the province.

Lu Hongxia, Secretary General of Foshan Copyright Protection Association, introduced that the White Paper focuses on the analysis and summary of the copyright registration in Foshan last year, aiming to reflect the vitality of innovation and creativity and copyright protection in various fields in Foshan through copyright registration data, and continue to provide reference for Foshan to create a national copyright demonstration city and strive for the leader of high-quality development of local-level cities.

The total number of copyright registrations of works ranks second in the province

The home textile industry registered the first

According to the White Paper, the total number of copyright registrations of works in Foshan last year was 14,319, an increase of 25.94% year-on-year, accounting for 22.38% of the province from 17.71%, second only to Guangzhou, ranking second in the province. The total number of rights holders who registered copyright in works totaled 993 (including natural persons, legal persons or unincorporated organizations), an increase of 13.36% year-on-year. The number of copyright registrations ranks second among the pearl river delta cities, with 1.18 copyright registrations per 100 million yuan of GDP, which is higher than other cities in the Pearl River Delta.

It is worth mentioning that last year, Foshan registered a total of 10,880 computer software copyrights, which is the second time since 2017 to return to the ranks of "10,000 cities", ranking first in the province's prefecture-level cities and 33rd among the national software copyright registration cities. Most of the 34 "10,000 cities" in the country are municipalities directly under the central government, sub-provincial cities and provincial capitals of the mainland.

In recent years, in order to consolidate and enhance the development of strategic pillar industries, Foshan has vigorously promoted the development of a new generation of artificial intelligence, a new generation of information and communication, big data, Internet of Things, cloud computing and intelligent terminals. Compared with software in hot areas, the growth rate of software in emerging fields in Foshan is significantly higher than that of other types of software.

Last year, Foshan registered a total of 381 Pieces of Internet of Things software, with an average growth rate of 31.30% in two years, which is the fastest growing software category, cloud computing software and VR software growth rate of more than 20%, AI (artificial intelligence) software, big data software growth rate of more than 15%.

In fact, the number of registered works of fine arts, photography, other intellectual achievements that meet the characteristics of the works, engineering design drawings, product design drawings, audio-visual works, drama works and other types of works in Foshan has increased significantly. Among them, the number of registered works of fine arts is the largest.

Comparing the data of the whole country and Guangdong Province, it can be seen that the distribution of copyright registration types of works in Foshan City and the whole country and Guangdong Province is basically the same, and the top two in the number of registrations are fine art works and photographic works, indicating that the copyright protection awareness and demand of the rights holders of fine art works and photographic works are strong. According to the analysis of the White Paper, this is because Foshan, as an important manufacturing city in the country, carries out copyright registration of fine art works mainly used in the production of manufacturing products. In addition, the proportion of literary, audio-visual and musical works in Foshan is significantly lower than that of the whole country and Guangdong Province, indicating that Foshan's literary and musical creation needs to be further stimulated.

From the perspective of the industry, the number of copyright registrations of works in Foshan's home textile industry is 2742, ranking first in the copyright registration industry of works in Foshan and far ahead of other industries. It is followed by the architectural ceramics industry, the toy industry, the fine art ceramics industry and the clothing industry. At the same time, the service industry, intangible cultural heritage, furniture, and education industries have all achieved substantial growth.

In terms of sub-regions, among the five districts of Foshan, the number of works registered in Chancheng District still ranks first in the city, accounting for 39.56% of the city's registration volume with the number of 5664 pieces, and the number of natural person rights holders is the largest among the five districts, reflecting that Chancheng District, as the cultural center of Foshan City, has a large number of natural persons engaged in the creation of works. The rest are Shunde District, Nanhai District, Sanshui District and Gaoming District.

Among the top ten companies in terms of the number of works registered, the number of architectural ceramics industries has increased from 0 in 2020 to 3 in 2021. The "White Paper" believes that this reflects the significant increase in the awareness of copyright protection of enterprises in Foshan's architectural ceramics industry.

The number of guaranteed copyright registrations has increased steadily

Overall, the number of copyright registrations in Foshan has maintained a good growth trend. The White Paper believes that this is closely related to Foshan's efforts to create a national copyright demonstration city.

Since last year, Foshan has promoted the creation of a national copyright demonstration city with high quality, focusing on the "Two-year Action Plan for Foshan city to create a national copyright demonstration city (2021-2022)", promoting six major actions such as copyright management improvement, copyright creation quality improvement, copyright application promotion, copyright protection strengthening, copyright service optimization, and copyright image shaping, empowering Foshan to compete for the leader of high-quality development of local cities. The implementation of various actions has contributed to the continuous growth of the number of copyright registrations.

Foshan has always regarded the creation of a national copyright demonstration city as an important starting point for protecting innovation, helping to create a first-class business environment, and promoting high-quality urban development.

Last year, Foshan established the Copyright Industry Development Alliance, launched the second quarter of the "Copyright 100 Enterprises Line", continued to implement the action of "Paying Tribute to Copyright Masters and Cultivating Copyright Boutiques", and provided copyright registration services for copyright boutiques formed by key activities such as the "Qiuyue Cup" and ceramic design week, which effectively promoted the whole chain of copyright creation, protection, application, service and management, and promoted the improvement of copyright awareness in the whole society.

At the same time, Foshan has greatly increased its copyright support. In July last year, the Foshan Municipal Copyright Bureau issued the "Foshan Copyright Demonstration Units, Parks and Excellent Copyright Works Identification and Funding Measures" to further increase the support for funding. Among them, 200,000 yuan was funded for Foshan municipal copyright demonstration units and parks, another one-time funding of 300,000 yuan was awarded to the provincial copyright demonstration base, another one-time funding of 500,000 yuan was awarded to the national copyright demonstration unit (park), 20,000 to 80,000 yuan was funded for excellent copyright works in the city, a one-time funding of 100,000 yuan for the most valuable copyright works in Guangdong Province, and 1 million yuan for the "China Copyright Gold Award". This has encouraged rights holders to strive to be exemplary, pay attention to the creation, use, protection and management of copyright, actively carry out copyright registration, and create excellent copyright works.

Based on this, a number of units attaching importance to copyright protection have emerged in Foshan. According to the White Paper, foshan's top three enterprises in the total number of registered works in 2021 are consistent with 2020, of which Dongdixing Trading Co., Ltd., Shunde District, Foshan City, a demonstration base for copyright industry in Guangdong Province, continues to rank first with 1546 pieces, Guangdong Ke'er Toys Co., Ltd., a national copyright demonstration unit, ranks second with 899 pieces, and Foshan Creative Industry Park Investment Management Co., Ltd. ranks third with 605 pieces.

Copyright demonstration units (parks, bases) at all levels give full play to their exemplary role in copyright protection and actively handle copyright registration for works. These companies have good copyright registration habits, timely registration of new products and boutique products, and play an exemplary and leading role in Foshan.

As the first step of copyright protection, copyright registration escorts the development of the copyright industry.

According to the data of the White Paper, the copyright registration work in Foshan has made steady progress, and more rights holders have gradually understood copyright and formed the habit of copyright registration. In order to consolidate the results of copyright registration, the White Paper also puts forward relevant suggestions for the copyright registration work in Foshan this year.

The "White Paper" suggests that Foshan should implement the action of improving the quality of copyright creation, combined with the deployment of the "Two-Year Action Plan for Foshan City to Create a National Copyright Demonstration City (2021-2022)", support the whole society to create more literary and artistic works, promote the creation of folk literary and artistic creations, strengthen the creation and dissemination of digital works, continue to carry out the city's outstanding copyright works identification and funding, and carry out actions such as "paying tribute to copyright masters and cultivating copyright masterpieces" to stimulate the vitality of social innovation and creation.

In recent years, Foshan has vigorously carried out a series of copyright activities, which have been widely praised by all walks of life. For example, in 2020, Foshan launched the first phase of the "Tribute to Copyright Masters and Cultivating Copyright Masterpieces" action to provide one-on-one and targeted copyright social services for outstanding authors in the fields of arts and crafts, literature and art, and industrial design.
