In the early morning of April 20, 2020, the WeChat public account of Beijing Yihe Spring Technology Co., Ltd. (hereinafter referred to as "Yihe Spring") issued an announcement: Since the announcement of the forced suspension of the online system of Beijing Yihetong, under the active coordination of the Beijing Municipal Health Commission, Beijing Municipal Hospital Management Center and other relevant departments, Yihe Spring has communicated with the Bank of Beijing.
In the follow-up, under the supervision and guidance of relevant government departments, the two sides will negotiate with a rational attitude on the historical investment and future operating expenses of the Online System of Beijing Medical Pass to promote the final solution of all problems.
During the consultation period between the two sides, Yihe Spring will ensure the normal operation of the online system of Jingyitong.
Yihe Spring is the operator of the online system of Jingyitong, and the funding and construction party of Jingyitong is Bank of Beijing (601169. SH), a dispute arose between the two parties. On April 18, a copy of the "Suspension Notice" from Yihe Spring and the payment time of April 13 was leaked out of the Internet, saying that due to the inability to bear the high operating costs, Jingyitong would stop operation at 9 o'clock on April 20.
As the funding and construction party of Jingyitong, on April 19, Bank of Beijing responded, "Our bank has received a notice from Yihe Spring on the suspension of Beijing Medical Pass. Our bank has always attached great importance to the safe operation of Beijing Medical Pass, and our bank will earnestly fulfill its social responsibilities, continue to communicate positively with Yihe Spring, and strengthen the coordination of all parties with a rational attitude to ensure that patients can seek medical treatment normally. ”
In the early morning of April 19, the Beijing Municipal Health Commission said that it and the Beijing Municipal Hospital Management Center had urgently notified both Yihe Spring and the Bank of Beijing to further supervise and guide both parties to proceed from safeguarding the public interest and resolving disputes rationally in accordance with the law, so that the general public can continue to obtain convenient online appointment services.
The official WeChat service platform of Jingyitong was established in 2015 by the former Beijing Municipal Health and Family Planning Commission (now Beijing Municipal Health Commission) and the Beijing Hospital Administration, realizing that medical insurance and Jingyitong patients can make appointments, recharge and pay, and visit and guide patients on the WeChat terminal of mobile phones.
The dispute between Yihe Spring and the Bank of Beijing has long existed. The Beijing Municipal Health Commission and the Beijing Municipal Hospital Management Center have paid attention to this matter in the early stage and have guided the parties to actively resolve the dispute.
Beijing Yitong brings together more than 20 hospitals in Beijing, including many well-known top three such as Beijing Jishuitan Hospital and Beijing Tongren Hospital.
According to the "2018 Jingyitong Medical Data Report", as of the end of 2018, the Jingyitong platform has provided convenient medical services for 100 million people, and the total number of service trips on the Jingyitong platform in 2018 was 64.15 million, an increase of 79% over 2017, of which the number of platform registrations exceeded 21.17 million, the number of prescriptions paid on the platform exceeded 32.27 million, and the online inspection report query was 6.95 million.
