What is national security?

Article 2 of Chapter I of the National Security Law of the People's Republic of China stipulates that national security refers to the state power, sovereignty, unity and territorial integrity, the well-being of the people, sustainable economic and social development and other major interests of the state in a state of relative freedom from danger and internal and external threats, as well as the ability to ensure a sustained state of security.

What does national security involve?

"From the perspective of protecting people's health, ensuring national security, and safeguarding the country's long-term peace and stability, we should incorporate biosecurity into the national security system, systematically plan the construction of the national biosecurity risk prevention and control and governance system, and comprehensively improve the national biosecurity governance capacity." The field of national security on the mainland mainly includes political security, homeland security, military security, economic security, cultural security, social security, scientific and technological security, network security, ecological security, resource security, nuclear security, overseas interest security, space security, deep-sea security, polar security and biosecurity.

What are the acts that undermine national security?

The "National Security Law of the People's Republic of China" stipulates: "Conduct endangering national security" as used in this Law refers to the following acts endangering the national security of the People's Republic of China committed by foreign institutions, organizations, or individuals, or instigating or funding others, or in collusion between domestic organizations or individuals and foreign institutions, organizations, or individuals:

(1) Plotting to subvert the government, split the country, or overthrow the socialist system;

(2) Participating in a spy organization or accepting tasks from a spy organization or its agents;

(3) Stealing, spying, bribing, or illegally providing state secrets;

(4) Instigating, seducing, or bribing state functionaries to defect;

(5) Carrying out other destructive activities that endanger national security.

What are the obligations to safeguard national security?

Article 77 of the National Security Law of the People's Republic of China clearly stipulates the following aspects:

(1) Abide by the relevant provisions of the Constitution, laws and regulations on national security;

(2) Promptly reporting leads on activities endangering national security;

(3) Truthfully provide evidence of activities endangering national security that they are aware of;

(4) Providing facilitation or other assistance for national security efforts;

(5) Providing necessary support and assistance to state security organs, public security organs, and relevant military organs;

(6) Guarding state secrets that they know;

(7) Other obligations provided for by laws or administrative regulations. In addition, the article also clearly stipulates that no individual or organization shall engage in acts endangering national security and shall not provide any financial support or assistance to individuals or organizations endangering national security.
