Guizhou Football Club in the Chinese First Division and Sichuan Minzu Football Club in the Chinese Second Division have not been eligible for admission to the new season. Guizhou clubs do not meet the relevant regulations of AFC access, that is, there is a situation of overdue international wage arrears, so they are not eligible for league access. Sichuan Civil Football Club did not submit the relevant materials for admission within the prescribed time, so it did not obtain the league access qualification.

At the same time, the Chinese Football Association has also clarified the corresponding penalties: First, clubs that fail to repay not less than 30% of the total salary owed in the 2021 season and before July 31, 2022, prohibit the registration of new players at the second transfer window of the 2022 season and deduct 3 points from the league points.

The second is that clubs that fail to complete the repayment of not less than 70% of the total salary arrears for the 2021 season or before 31 October 2022 will be punished with a penalty of 6 points deducted from league points.

Third, clubs that fail to resolve all unpaid wages by 31 December 2022 will be punished with relegation or disqualification.

For Chinese Super League clubs that cannot fully solve the problem of wage arrears before December 31, 2022, the club must reach a settlement agreement with the unpaid personnel, sign and confirm with each unpaid person, submit it to the Chinese Football Association for the record, and solve the unpaid wage in strict accordance with the time node determined in the filing agreement. Clubs that fail to resolve unpaid wages in accordance with the time node in the filing agreement shall be punished with reference to the above penalties.
