Article 1 In order to do a good job in the issuance of production licenses for electric food processing equipment, these Detailed Rules are formulated in accordance with the provisions of the Food Safety Law of the People's Republic of China, the Regulations of the People's Republic of China on the Administration of Industrial Product Production Licenses, the Decision of the State Council on Further Reducing the Catalogue of The Administration of Production Licenses for Industrial Products and Simplifying the Examination and Approval Procedures (Guo Fa [2018] No. 33), and the Notice of the State Council on Promoting the Reform of "Separation of Licenses and Licenses" throughout the Country (Guo Fa [2018] No. 35).
Article 2 The processing equipment of electric heating food shall be certified by the competent departments for production licenses at the provincial level or the competent departments for production licenses at the lower level entrusted by them. These Implementing Regulations apply to the production licensing of electric food processing equipment and shall be used together with the General Rules for the Implementation of the Industrial Products Production License.
Article 3 Definition and scope of licensed products
(1) Definitions
Food processing or food processing appliances for industrial and commercial use that use electricity as a heating energy source.
(2) Scope
These Implementing Regulations apply to electric food processing equipment. It is an industrial and commercial food processing or food processing appliance that uses electricity as a heating energy source. Appliances designed for domestic use are not covered by the provisions of these Rules.
(3) Unit division and product variety
The industrial and commercial electric heating food processing equipment products that implement the production license include 2 product units, the specific product units and product varieties are shown in Table 1, and the corresponding implementation standards of the product varieties are shown in Table B of the Annex.

Note: Once the standards involved in these Implementing Rules are modified, the enterprise shall organize production according to the new standards from the date of implementation of the standards.
Article 4 When applying, an enterprise shall submit the corresponding product inspection report in accordance with different product varieties, and its inspection items shall cover the project requirements stipulated in the annexes to these Detailed Rules.
Article 5 All enterprises producing electric food processing equipment shall have the basic production conditions stipulated in this article, including: the specific requirements of the main production facilities and inspection facilities are shown in Table 2-1; the specific requirements of key production equipment are shown in Table 2-2; and the specific requirements for inspection equipment are shown in Table 2-3.

Note 1: Where there is casting, machining and surface plating process, casting equipment, metalworking machine tools and surface plating equipment can be configured according to the process requirements; external processing methods are also allowed to meet the design requirements. If there are other process requirements, there should also be production equipment for the corresponding process.
Note 2: The production equipment equipped by the enterprise may be different from the name of the above equipment, but it should meet the process requirements of the above equipment.
Note 3: Assembly enterprises do not require equipment with "☆", and can only configure "assembly production line".

Note 1: This table should have the inspection equipment that the enterprise should have, which can be different from the above equipment name, but should meet the requirements of the inspection items of the above equipment.
Note 2: Enterprises can inspect their own products or entrust qualified inspection agencies to ensure that the products meet the standards they implement. The type and quantity of enterprise testing equipment should match the production capacity requirements.
Article 6 Where the licensed products applied for by an enterprise are verified through materials and meet the requirements of the provisions of these Detailed Rules, the provincial-level department in charge of production licenses or the department in charge of lower-level production licenses entrusted by enterprises shall determine the scope of product production licenses. For examples of the scope of product licensing of electric food processing equipment production license certificate, see Table 3.

Article 7 The State Administration for Market Regulation shall be responsible for the interpretation of these Detailed Implementing Rules.
Article 8 These Detailed Implementing Rules shall come into force on XX Xx, 2018, and the original Detailed Rules for the Implementation of the Replacement (Issuance) of Production Licenses for Industrial and Commercial Electric and Thermal Food Processing Equipment shall be abolished.
Rules for the inspection of production licenses for electric food processing equipment
When there are metals, rubber, plastics, glass and other materials in direct contact with food in electric food processing equipment, they should meet the national standards for food safety, see Table A.1 for details, and see Table A.2 for product safety performance indicators.
