It is understood that the "Measures" has a total of 7 chapters and 37 articles, including the value of scores, the implementation of points, the treatment of full scores, the reduction of points, and legal liability. Under the premise of maintaining the management of illegal acts that seriously hinder traffic safety, such as drunk driving, fleeing after causing casualties in traffic accidents, and using forged and altered license plates, the demerit points of some traffic violations have been reduced.
Compared with the previous provisions, the "Measures" delete the "2 points" item and add the "9 points" item in the score value of a score. Of the 50 scoring acts, 7 were 12 points, 7 were 9 points, 11 were 6 points, 15 were 3 points, and 10 were 1 point. According to the statistics of the "Daily Economic News" reporter, the "Measures" deleted the previous 5 scoring behaviors, reduced the scoring value of 10 scoring behaviors, added 4 scoring points, and added two new scoring behaviors.
Specifically, the Measures delete the scoring of five traffic violations such as driving without placing inspection pass signs and insurance signs, and not carrying a driving license and driver's license with the car. Where the circumstances of the traffic violation are minor and a warning punishment is given, points are waived.

For traffic violations such as driving a motor vehicle that does not conform to the quasi-driving type, driving a motor vehicle that does not hang a motor vehicle number plate, or deliberately obscuring or defacing the number plate of a motor vehicle, the Measures reduce the single scoring score value. Among them, the illegal act of driving on the road of a motor vehicle that does not install a motor vehicle number plate in accordance with the regulations has been reduced from the previous 12 points to 3 points, a decrease of 75%.
Since the "Measures" deleted the "2 points" item in the score of a score, the traffic violations that were previously recorded 2 points were adjusted. Among them, driving a motor vehicle that interferes with safe driving behaviors such as making calls and answering handheld phones will be punished with 3 points. In addition, for the illegal parking of a motor vehicle on a highway or urban expressway, the demerit point value has been raised from the previous 6 points to 9 points.
It is worth mentioning that two new traffic violations have been added to the Measures. Among them, 12 points are deducted for those who accept penalties and demerit points for traffic violations in place of the actual driver of a motor vehicle for economic benefits. This means that the act of deducting driver's license points for others will be restricted, and the "scalpers" who make profits from this behavior will also be seriously dealt with.
In addition to the above adjustments, the Measures also make a latest definition of "speeding" behavior. Previously, motor vehicles other than school buses, medium-sized and above passenger and cargo vehicles, and dangerous goods transport vehicles were not deducted points for speeding within 10%, and 3 points were deducted for speeding 10% to 20%. From April 1, the above types of motor vehicles will not be deducted points for speeding less than 20% on highways and urban expressways. Based on the current maximum speed limit of 120km/h on mainland expressways, after the implementation of the "Measures", general passenger cars can drive up to 144km/h on the expressways at the earliest.
At the same time, for the behavior of "turtle speed" driving on the highway, the "Measures" make it clear that driving a motor vehicle on the highway that is lower than the prescribed minimum speed will be charged 3 points.

In addition to the above-mentioned adjustment of the illegal scoring rules, the traffic management department will also implement a system of deducting points from the study of the law. Article 25 of the Measures stipulates that if a motor vehicle driver accumulates less than 12 points after handling the traffic violation record, participates in the traffic safety education organized by the traffic management department of the public security organ and meets the prescribed requirements, he may apply to deduct points from the existing accumulated score value of the motor vehicle driver, and deduct up to 6 points in a scoring period. This means that most motor vehicle drivers will receive an "extra" 6-point score.
For drivers who have scored 12 points many times in a scoring cycle, considering that their awareness of active compliance with the law is poor and their awareness of safety and civilization is insufficient, the traffic management department will further strengthen the management education of these drivers by extending the learning time and increasing the number of examination items, and urge them to strictly abide by the rules and regulations and drive safely.
