On May 15, 2018, the new national standard of GB 17761-2018 "Electric Bicycle Safety Technical Specification" was officially released and officially implemented on April 15, 2019. Its speed limit for electric bicycles has the following requirements:
a) When driving with the electric drive function, the maximum speed shall not exceed the maximum design speed and shall not exceed 25km/h;
b) When driving with the electric auxiliary function, the speed exceeds 25km/h, and the motor does not provide power output.
At the same time, the motor control system should have an anti-speed tampering design.

Why is the maximum speed specified in the new national standard for electric bicycles tampered with?
From the perspective of ease of use, people definitely hope that the faster the electric bicycle, the better, the larger the volume, the better, the higher the load capacity, the stronger the power performance, the better. However, as a road means of transportation, electric bicycles need to take into account travel efficiency, travel safety and road traffic order. Each key technical indicator of the new national standard is carefully studied and determined in accordance with the principle of ensuring that the common interests of all road traffic participants are maximized.
Therefore, in spite of the requirements of the national standard, tampering with the vehicle without permission will lay hidden dangers for the road traffic safety of consumers.

What is an electric bicycle?
First of all, we want to determine the road properties of electric bicycles. Article 119 of the Road Traffic Safety Law of the People's Republic of China stipulates that "non-motorized vehicles" refer to means of transportation driven by human or animal power and driven on the road, as well as motorized wheelchairs and electric bicycles for the disabled that are designed to meet relevant national standards such as motorized wheelchairs and electric bicycles that are driven by power devices but are designed to meet relevant national standards.
The law stipulates the non-motorized attributes of electric bicycles, so national standards should formulate relevant requirements under this premise. If there is no pedal riding function, there is no essential difference between electric bicycles and electric mopeds in terms of product form, power source, and use mode, and it cannot be included in non-motor vehicle management. For example, electric motorcycles are motor vehicles and need to obtain a motor vehicle driving license. We cannot enjoy the rights of non-motor vehicles, but we use the products of motor vehicles (non-standard vehicles are considered motor vehicles) and do not fulfill the obligations of motor vehicles.
Note: The Ministry of Industry and Information Technology clearly stated in the "Letter on the Reply to the Proposal No. 0527 (No. 039 of the Industry and Communications Post and Telecommunications Class) of the First Meeting of the 13th National Committee of the Chinese People's Political Consultative Conference" that according to relevant laws and regulations, electric two-wheelers that do not meet the standards of electric bicycles belong to the category of motor vehicles.
Secondly, electric bicycles are non-motorized vehicles, mainly driving on non-motorized roads, and at present, many parts of the mainland non-motorized road width is limited, people and vehicles are mixed, if the speed, volume, weight and power performance of electric bicycles greatly exceed other non-motorized vehicles such as bicycles, it will occupy a large amount of space in non-motorized lanes, affecting the normal traffic order of non-motorized lanes, or interfering with the normal passage of vehicles such as automobiles, and there are traffic safety hazards. The convenience and speed of any person and car cannot be at the expense of the safety of other people's lives and property.

Vehicle modifications and riders who do not obey traffic rules can increase the risk of accidents. No matter who mentions the modification requirements, the premise of the modification can not violate the laws and regulations, standards and other relevant requirements, reasonable and legal modification can be allowed within a certain range, but illegal modification, not allowed, due to illegal modification of the electric bicycle becomes "over-standard car", the consumer's own rights and interests can not be guaranteed, the main body of the implementation of vehicle modification also needs to bear the consequences of the violation.

Look for the CCC certification mark.
The basic consistency of the product is verified at the time of purchase to avoid the wrong goods.
Whether the relevant information of the vehicle is consistent with the clear indication on the certificate of conformity (such as the vehicle code, motor code, vehicle diagram, battery type, capacity, model, etc.)
Don't blindly pursue high power and high speed.
The greater the power of the electric bicycle, the stronger the power, the faster the speed, the greater the discharge current, and the long-term high current discharge will seriously affect the service life of the battery. In addition, the fast speed of electric bicycles will also increase the distance of braking, and there are certain safety hazards.
Choose according to your own needs
The capacity of electric bicycle batteries generally has 10Ah, 20Ah, 32 Ah and other specifications, etc. The larger the battery capacity, the longer the mileage of the car, and the price is relatively high. To choose according to their own use needs, it is not that the longer the mileage, the better.
