The "double carbon" goal continues to empower high-quality development

author:China Reform Daily

The grass and trees are hairy, and the spring mountains can be seen. In the spring of 2022, green has become a distinctive background for high-quality development.

High-quality development is the main line of the 14th Five-Year Plan. Achieving carbon neutrality is an inherent requirement for implementing the new development concept, building a new development pattern, and promoting high-quality development, and is a major strategic decision made by the Party Central Committee in coordinating the overall situations at home and abroad.

There is a Lingyun pen in the vertical and horizontal, and a new chapter in the great cause spectrum. With the introduction of the "1 + N" policy system and the implementation of the top-level design, "double carbon" has become one of the hot words of the two sessions of the National People's Congress. The 2022 government work report pointed out that the orderly promotion of carbon peak carbon neutrality work, the implementation of carbon peak action plan, for the future period of "double carbon" work to point out the direction.

Advance: Don't be afraid of floating clouds to cover your eyes

For whom? What kind of development will be achieved? The emergence of the new proposition of "double carbon" faces a profound background of the times.

It is not easy to face the problem head-on, and it is especially difficult to solve the problem. Emphasizing "complete, accurate and comprehensive implementation of the new development concept", "unswervingly taking the high-quality development path of ecological priority and green and low carbon", "focusing on promoting the comprehensive green transformation of economic and social development", and "achieving the goal of carbon peaking and carbon neutrality on schedule", General Secretary Xi Jinping based on the foundation of the times, responded to the questions of the times, and led the changes of the times.

Only when the orientation is clear can the quasi-course be accurate.

"To achieve the 'double carbon' goal, it is not that others want us to do it, but that we ourselves must do it." One reason behind this is that the traditional development methods of the past have encountered an unsustainable crisis, and China's economy must undergo a green transformation. Zhang Yongsheng, director of the Institute of Ecological Civilization of the Chinese Academy of Social Sciences, told reporters, "The fundamental purpose of development is to improve the well-being of the people." The traditional development model not only brings about an unsustainable environmental crisis, but also faces the inversion of development goals and means. The introduction of new development concepts, the concept of a better life and the development strategy centered on the well-being of the people is essentially the fundamental purpose of returning to development. ”

In the view of Dai Yande, former director of the Energy Research Institute of the National Development and Reform Commission, promoting the "double carbon" work is an important starting point for comprehensively implementing the new development concept, accelerating the construction of a new development pattern, and promoting the transformation of the economy from extensive development to high-quality development.

The time scale is extended, and the development context in the change of the times is gradually clear. At the Fifth Plenary Session of the 14th Central Committee in 1995, the guidelines for "changing the mode of economic growth from extensive to intensive" appeared for the first time. The Seventeenth National Congress of the Communist Party of China put forward the strategic task of accelerating the transformation of the mode of economic development, and expressed the "transformation of the mode of economic growth" that was often said in the past as "changing the mode of economic development". Dai Yande believes that "double carbon" is a strategic goal that must be adhered to, and it is also a development opportunity that must be seized, and it must be unswervingly promoted. "The 'double carbon' goal has put forward new requirements for our economic development model, and we must transform the mode of economic development and take the road of high-quality development, and we can no longer follow the traditional extensive development model." Dai Yande said.

For the economic growth target of 5.5% in 2022, some analysts believe that this is a strong embodiment of China's dialectical grasp of the relationship between the speed and quality of China's economic growth, continuing to coordinate and stabilize growth, adjust the structure, promote reform, accelerate the transformation of the development mode, and clearly not engage in extensive development. "Must not also, not for also". In the stage of comprehensively building a modern socialist country, we must solve qualitative problems and achieve quantitative growth in the process of qualitative improvement. Achieving carbon peak carbon neutrality is an inherent requirement for promoting high-quality development.

Comprehensive planning, accurate landing. For more than a year, the National Development and Reform Commission has conscientiously fulfilled the responsibilities of the Office of the Leading Group for Carbon Peaking and Carbon Neutrality, and promoted the "double carbon" work in an orderly manner. A series of deep-seated reforms are steadily advancing, building platforms and pillars for China's economic stability and long-term development.

At the time of the transformation: listening to the thunder in the silence

Change, is happening. The development of "green content" and ecological "gold content" are simultaneously improved, and digitalization and greening are becoming an important driver of China's high-quality development in the future.

Looking at the situation: The continuous green economy related policies have promoted the proportion of clean energy and the continuous optimization of the ecological environment. In 2021, the energy consumption of 10,000 yuan of GDP in China will decrease by 2.7% compared with 2020, the comprehensive energy consumption per unit of calcium carbide of key energy-consuming industrial enterprises will drop by 5.3%, the carbon dioxide emissions of 10,000 yuan of GDP will drop by 3.8%, and the consumption of clean energy such as natural gas, hydropower, nuclear power, wind power, and solar power will account for 25.5% of the total energy consumption, an increase of 1.2 percentage points over 2020。 By the end of 2021, the installed capacity of photovoltaic power generation in China will reach 306 million kilowatts, breaking through the 300 million kilowatt mark and ranking first in the world for seven consecutive years。

Look at the trend: the industrial structure is further optimized and upgraded, technology and format innovation are accelerating, and new advantages in green competition are being cultivated. The leading role of high-tech manufacturing and equipment manufacturing has increased, and the added value has increased by 18.2% and 12.9% respectively. The pace of digitalization and green transformation of the manufacturing industry has accelerated, new progress has been made in the development of clusters, and the numerical control rate of key processes and the penetration rate of digital R&D and design tools in industrial enterprises above designated size in key areas have reached 55.3% and 74.7% respectively.

Look at the trend: new industries are in the ascendant, and the market is bursting with new vitality. According to the data of "Tianyancha", in 2021, there will be more than 100,000 newly registered photovoltaic-related enterprises in the mainland, with a growth rate of 33.1%; more than 13,000 newly registered wind power-related enterprises, with a growth rate of 31.47%; and more than 6,400 newly registered energy storage-related enterprises。 In 2021, the number of newly registered new energy vehicle enterprises is double that of 2020, and more than 39,000 new electric vehicle replacement related enterprises have been added.

Looking at the situation: the green industry has broad prospects, and huge business opportunities and development opportunities are emerging. The central bank officially launched carbon emission reduction support tools to boost the development of new infrastructure, green economy, new energy and so on. The recently released "14th Five-Year Plan for Industrial Green Development" proposes that the output value of the domestic green environmental protection industry will reach 11 trillion yuan by 2025. Some analysts believe that in the next 20 years, new energy, new infrastructure, and digital economy will replace the past real estate, heavy chemical industry and traditional industries to become the new three pillars.

Steady progress, in order to advance to consolidate stability, a broad and profound socio-economic change in an all-round way.

"New technologies, new industries and new paths aimed at 2060 are bringing more imagination space and more innovation vitality to the Chinese market." Starting from 2021, continuous scientific and technological innovation and financial innovation will stimulate more industries, more enterprises and more regions to accelerate into a new track of low-carbon development. Bai Quan, director of the Energy Efficiency Center of the Energy Research Institute of the National Development and Reform Commission, told reporters.

The speed of development is shifting gears, the development mode is changing, and the development momentum is changing... "double carbon" has become the medium- and long-term development framework of China's economy and society, and has become the grasp of the green and low-carbon transformation program.

Overall planning: The wind and things should be looked at for a long time

For the answer to the propositions of the whole new era, it tests wisdom, witnesses courage, and shows foresight.

To achieve the "double carbon" goal, we must correctly handle the relationship between long-term goals and short-term goals, as a whole and a part, especially the relationship between development and emission reduction. In this year's government work report, energy security was included in the task of "focusing on stabilizing the macroeconomic market".

At present, coal accounts for about 57% of primary energy consumption. The Central Economic Work Conference clearly pointed out that it is necessary to base on the basic national conditions of coal, do a good job in the clean and efficient utilization of coal, increase the ability to consume new energy, and promote the optimal combination of coal and new energy.

During his inspection in Shanxi in January this year, General Secretary Xi Jinping went to a coal storage yard, which is also his 7th consecutive local inspection "look at coal". Coal, the "source of power" for China's construction, cannot be thrown away. "We must respect objective laws, grasp the rhythm of steps, establish first and then break, and seek progress in stability."

Stand first and then break, but can not be broken before standing. This is a dialectical grasp of advance and retreat.

When participating in the deliberations of the Inner Mongolia delegation to the Fifth Session of the 13th National People's Congress this year, General Secretary Xi Jinping once again exhorted: "Achieving the goal of 'double carbon' is a broad and profound change, and it is also a long-term task, which must be unswerving, but also scientific and orderly." "This matter should be considered as a whole according to the national layout." The goal of double carbon is a national perspective, where to reduce, where to clear zero, where to retain, and even where to increase as an energy conservation measure, must be measured from a national perspective. ”

Can't wait, can't wait. This is a dialectical analysis of fast and slow.

Taking into account the current and long-term, not only to ensure energy security but also to promote green and low-carbon transformation, a series of deployments are being coordinated in the overall planning: a large number of "scenery" projects are blooming at multiple points, the high-end, diversified and low-carbon development of the coal chemical industry is accelerating, and a new energy supply and consumption system is being steadily established.

At the first "ministerial channel" of the two sessions, He Lifeng, director of the National Development and Reform Commission, said in an interview: "We are planning to build a 450 million kilowatts of large-scale wind power photovoltaic base in the desert, Gobi and desert, which is the largest in the history of our country, and the surrounding coal power enterprises should adhere to the first to break, build ultra-supercritical generating units, orderly transform the old units with coal consumption of more than 300 grams / kWh for power supply, and build safe and reliable UHV transmission and transformation lines, which will constitute a new system of energy supply and consumption." ”

"We don't engage in 'carbon charge' or 'sporty' carbon reduction. We will implement the deployment of the Party Central Committee and the State Council, vigorously and orderly and effectively promote the "double carbon" work, and we will certainly be able to achieve carbon peaking by 2030 and carbon neutrality by 2060. He Lifeng said.
