Yang Yufei introduced that during the "13th Five-Year Plan" period, smart cities have risen vigorously, digital government has been basically popularized, and smart medical care and "Internet hospitals" have been mentioned for many years, but so far they have not been successful. The medical system is still in the primary state of the HIS system, data blockade, information islands, repeated examinations, and the phenomenon of being isolated is very common, and the problem of patients seeking medical treatment has not been alleviated, especially in Traditional Chinese medicine hospitals, the enthusiasm and initiative of applying intelligent technology are particularly lacking, and they are far from the central government's requirements for promoting the innovation and development of traditional Chinese medicine.

Through her research, she found that the hospital medical record files, pathological medical achievements, imaging test data, diagnostic data and other data blockades in the medical industry, information island problems can not be solved, the fundamental reason is that the data of these medical institutions are sensitive data, and are resource data, must go through data confirmation and data desensitization, in the industry to carry out unified data classification and grading, so that medical data like bank deposits, to ensure that data rights and interests are not infringed, to ensure that data privacy is invaded, to ensure that data value is equivalent exchange. To solve these problems, hospitals must establish their own data centers, train pharmaceutical data engineers, and specialize in processing medical data in their own departments.

At the same time, the data of the national medical industry cannot be shared, medical research data cannot be shared, patient medical record file data cannot be followed up and migrated, and medical test results cannot be mutually recognized, because the mainland has not yet established a public cloud for the medical industry, and the industry lacks unified data standards, data security management specifications and data sharing interfaces. The realization of intelligent technology and data sharing in traditional Chinese medicine requires the establishment of cloud architecture systems such as national public clouds, industry public clouds, local public clouds and hospital private clouds, which are combined with smart cities and national computing hubs and data centers, but cannot be replaced by digital government. The TCM data sharing platform plan needs to give full play to the institutional advantages of the mainland to concentrate on big things.

In addition, big data "three links and one level" is a new infrastructure to promote the intelligentization of traditional Chinese medicine, it is necessary to promote the hospital data center connection, the national medical data private network connection, the industry-wide big data computing power connection and cloud platform system construction, in order to lay the foundation for the intelligentization of traditional Chinese medicine in the mainland, in order to achieve remote diagnosis and treatment of the port of the top three hospitals, patient follow-up of major hospitals, Internet hospitals with professional diagnosis and treatment capabilities, in order to carry out the establishment and knowledge mining based on the knowledge base of traditional Chinese medicine classic theory, in order to develop early warning equipment for traditional Chinese medicine. Only by realizing early warning of diseases can we comprehensively promote the evaluation technology of traditional Chinese medicine for the treatment of diseases, realize the intelligent, individualized and precise diagnosis of traditional Chinese medicine, and also benefit the high-quality medical resources of the city to the vast number of rural towns.

Based on this, Yang Yufei put forward the following suggestions:

First, it is necessary to include "intelligent Chinese medicine" in the scope of major scientific issues of the China Association for Science and Technology, included in the national major science and technology projects of the Ministry of Science and Technology, included in the major research programs of the National Natural Science Foundation of China, select representative Chinese medicine hospitals to build a big data engineering technology innovation center for traditional Chinese medicine, and include the innovation center with excellent results into the national engineering technology innovation center.

Second, the Law on Traditional Chinese Medicine clearly stipulates that the state vigorously develops the cause of traditional Chinese medicine and uses modern science and technology to promote the development of the theory and practice of traditional Chinese medicine. Increasing the investment in the "new infrastructure" of data centers, computing centers, network centers and cloud platforms of TCM hospitals will not only improve the current bottleneck of TCM hospital informatization, but also promote and encourage the TCM medical community to enter the era of intelligent technology research in the era of big data, so that the data science application demonstration of TCM hospitals will be incorporated into the National Clinical Medical Research Center of TCM, which will greatly promote the modernization of TCM.

Third, it is recommended that the State Administration of Traditional Chinese Medicine instruct the China Academy of Chinese Medical Sciences to establish the "State Key Laboratory of Big Data in Traditional Chinese Medicine" to recruit various international talents and jointly promote the modernization of traditional Chinese medicine in the mainland. Make full use of artificial intelligence, Internet of Things, informatics, big data and other technologies to improve the ability and level of traditional Chinese medicine to treat diseases before they occur, and realize the intelligent, individualized and precise diagnosis of traditional Chinese medicine.
