Wang Wuliang, male, Han ethnicity, born in August 1963, Shaoyang, Hunan, joined the work in July 1982, successively served as the county magistrate and secretary of the county party committee of Changsha Wangcheng, and the deputy secretary general of the Changsha Municipal People's Government. From December 2011 to December 2014, he served as the party secretary and deputy general manager of Hunan Highway Construction Investment Co., Ltd., the general manager of Hunan Infrastructure Investment Group Co., Ltd. from December 2014 to October 2017, and the deputy secretary of the party committee, general manager, party secretary and chairman of Hunan Rail Transit Holding Group Co., Ltd. since October 2017.

Jiefang Daily Shangguan News noted that Wang Wuliang's veteran leader, Peng Xufeng, a "red notice officer" and former chairman of Hunan Infrastructure Investment Group Co., Ltd., was suspected of accepting bribes and money laundering and fled to Australia on March 24, 2017, and then to the United States.
