Not all parents are as attentive as Ms. Zhang. Ms. Zhang observed that many mothers around her will buy "net red" goods for their children, "especially shopping in the live broadcast room, everyone is impulsive to follow the trend."
But traffic is not about quality. The safety of children's cosmetics has become a test for children's pure faces.
The reporter entered "children's cosmetics" on an e-commerce platform to search and found that in the promotional titles of many products, the words "toys" and "cosmetics" and "makeup" existed at the same time. For example, "Little Girl Cosmetics Playset Washable Children's Nail Polish Lipstick Over Family Princess Makeup Box Gift", this product is actually a makeup toy for children to put makeup on dolls. The difference between "giving children makeup" and "letting children use doll makeup" is far from the same, and if you are not careful, you may misuse and lead to trouble.
In the face of slogans such as "no preservatives", "water-soluble formula", "dress up dolls" and "children's cosmetics belonging to babies", when the reporter asked the seller whether he had a safety test certificate from a relevant agency, the seller said "product safety" and prompted that a skin allergy test should be done on the arm before use.
Whether it's cosmetics or toys
The reporter also saw on the e-commerce platform that some stores that sell "toy simulation makeup boxes" will indicate that the product has a (CCC) number in the product detail page while declaring that its products are children's makeup.
CCC certification is a compulsory safety certification system, which is widely used internationally to protect the rights and interests of consumer market access system. It is understood that the products listed in the "Product Catalog for the Implementation of Compulsory Product Certification" include household appliances, automobiles, toys and other products, and toys must be certified by CCC.
According to experts, the children's cosmetics on the market are mainly divided into two categories, one is the cosmetics of the "makeup" font size, and the other is the toy category. Cosmetics listing requires the State Drug Administration to file, enterprises must have cosmetics production licenses, need to complete 9 routine tests and safety assessment tests, children's cosmetics also need to undergo additional toxicological testing. Toys do not need to be filed, as long as they obtain CCC certification can be sold.
Through communication with the merchant, the reporter obtained the CCC certification report of the "toy simulation makeup box". According to the report, the product category is static plastic toys. After browsing the product page, the reporter also found that the top of the page was accompanied by a consumption reminder issued by the e-commerce platform: the purchase of children's toys should prevent being misused as children's cosmetics; the purchase of children's cosmetics can be queried through the official website of the State Food and Drug Administration for cosmetics registration and filing information, and pay attention to reasonable use in accordance with the use method to protect the safety of children.
According to the Regulations on the Supervision and Administration of Cosmetics, products applied to the surface of the human body are cosmetics and shall be managed in accordance with the provisions of the regulations on cosmetics. Products used for toys such as dolls are not cosmetics and should be managed in accordance with toys or other products. Children apply such toys for dolls and other decorations to their faces, which has certain safety risks.
In recent years, in order to rectify the chaos of some businesses playing children's cosmetics, market supervision departments across the country have repeatedly carried out special actions for the safety of children's cosmetics. In December 2021, the State Food and Drug Administration issued the children's cosmetics logo - "Little Golden Shield", requiring that from May 1, 2022, children's cosmetics that apply for registration or filing must be labeled "Little Golden Shield"; the label of children's cosmetics that previously applied for registration or filing should be marked "Little Golden Shield" by May 1, 2023.
Skin tests are unreliable
Is it safe to do a skin allergy test only on the arm? "Of course not." Chen Dian, deputy chief physician of the Department of Dermatology of Beijing Tsinghua Changgeng Hospital affiliated to Tsinghua University, introduced that the detection of potential allergens or irritants in medicine generally requires skin patch testing, and the results of the patch test are related to the test time and test site. The skin thickness of the arm is larger than the face, and the skin reaction is different depending on the test site. The application is kept in contact with the skin for 48 hours, and allergic reactions such as infiltrative erythema and papules are usually delayed for 72 hours or more of the patch test.
Chen Dian said that skin allergies are just one of the hazards. The skin of children under 12 years old is thinner and more tender, and if the ingredients of cosmetics are not safe and the quality inspection is not up to standard, it will directly affect the skin health of children, and even affect the growth and development of children when it is serious, and even affect liver and kidney function, intellectual development, etc.
Chen Dian does not recommend that children use cosmetics regularly. He has treated many children with skin allergies, often focusing on Children's Day or New Year's Day. "In one afternoon, three or four small patients may be treated, basically dermatitis around the eyes or face caused by cosmetic allergies, and the redness, swelling and itching are obvious." It is understood that colorants, preservatives, and fragrances are the three ingredients that are most likely to cause skin allergies in cosmetics.
