In 1992, Ukrainian President Kravchuk signed the order "On the Transfer of the Black Sea Fleet to the Administrative Jurisdiction of the Ministry of Defense of Ukraine".

So although Ukraine has repeatedly stressed that such an approach is tantamount to an infringement of Ukraine's sovereignty and territory, Russia's pace has never stopped.
