At the 2022 Spring Wind Action and Baihetan Hydropower Immigration Employment and Income Increase Special Job Fair in Ningnan County, the "Employment Squad" composed of community cadres and party member volunteers in the resettlement site was very busy, and the team members wore party member volunteer vests and enthusiastically analyzed the job requirements and recommended posts for everyone.

Wherever there are immigrants, there are Party organizations; wherever there are Party members, the Party's organizational work will cover everywhere. In order to continue to do a good job in the "second half of the article" of hydropower migration relocation, Ningnan County gives full play to the advantages of rural grass-roots party organizations in close contact with the masses, relies on the "grid" management mode of grass-roots party building, organizes town and village (community) cadres, village-based task force members, villager group leaders, rural party members and other forces, combined with the cadres and immigrants to visit households, fully covers the survey of migrants' employment intentions, and finds out the labor base, employment status and employment needs one by one.
At the same time, through the form of "online + offline" to build a communication and contact platform between employers and labor, effectively strengthen the accurate docking of migrant demand and labor demand. From February 17 to 21, 5 special job fairs were held in various resettlement sites, and a total of 39 enterprises were entered, involving more than 20 types of jobs in new energy production, security and cleaning, drivers and crews, providing more than 5,800 jobs, attracting more than 3,000 immigrants to come to consult, reaching employment intentions with enterprises on the spot more than 800 people, extending the employment service tentacles to the end of townships, opening up the last kilometer of employment at the doorstep, with more adequate employment support, enhancing the sense of security, belonging and happiness of immigrants. Immigrants are happy and socially stable. Ningnan County adheres to the principle of "training follows the needs of employment, and the content revolves around job skills", according to the thorough investigation, combined with the labor needs of labor import concentrations and characteristic industries, the construction of Baihetan Hydropower Station, the construction of migrant projects, and the willingness of migrants to train, and adopts the forms of "sending training to resettlement site communities", "centralized training", "migrant training special classes" and other forms to carry out practical technical training and vocational skills training such as cooks, welding, plumbers, and domestic services. Up to now, the county has carried out more than 50 periods of immigration skills training, and trained more than 1,500 immigrants.
Relying on the entrepreneurship incubation base, we will promote employment with innovation and entrepreneurship, and support and guide outstanding college students from hydropower immigrant families and experts in immigrants to return to their hometowns to start a business. In the first quarter of this year, a total of 60 applications for entrepreneurial subsidies were received, and after the review was passed, the entrepreneurial subsidies would be issued to entrepreneurs at the standard of 10,000 yuan per person, so that the policy of benefiting the people would be effective.

In order to ensure the stable employment of the immigrant masses, Ningnan County has established a ledger of migrants and employed personnel, followed up and returned visits to the employed immigrants, actively coordinated the employing enterprises to sign labor contracts, paid full remuneration, safeguarded the legitimate rights and interests of workers, and done a good job in service guarantees such as liaison services, information communication, tracking and rights protection, and difficult assistance for the employed immigrants. Party members and cadres throughout the county combined with the "Cadre Migration Heart Project", adopted the methods of "party member pairing + volunteer service", cared for the left-behind elderly and children after the migrant masses went out to work, solved their worries, and regularly carried out communication and exchanges through telephone, text messages, WeChat and other forms, and worked hard to do practical things and solve problems for the water and electricity migrant masses, and tried every means to let the immigrant masses share a happy life in supporting the construction of a big country.
