Greatly improve industrial concentration and collaborative development capabilities
The plan proposes that by 2025, strive to achieve a comprehensive utilization rate of 57% of bulk industrial solid waste, and the utilization of major renewable resource varieties will exceed 480 million tons, of which 60 million tons of waste paper. In addition, the system of laws, policies and standards for the comprehensive utilization of industrial resources has become increasingly perfect, the level of technical equipment has been significantly improved, the degree of industrial concentration and collaborative development capacity have been greatly improved, and efforts have been made to build an industrial ecology for the comprehensive utilization of industrial resources driven by innovation- scale and high-value parallel, significantly enhanced industrial circular links, and significantly stimulated by the vitality of collaborative coupling.

According to the 2020 annual report of China's papermaking industry released by the China Paper Association, the domestic waste paper recycling volume in mainland China in 2020 was 54.93 million tons, and the net import volume of waste paper was 6.89 million tons, totaling 61.82 million tons. In 2021, due to the ban on the import of waste paper, only less than 1 million tons of waste paper from Hong Kong and Macao can be directed into Guangdong. In December 2021, the real-time monitoring data of the express delivery big data platform of the State Post Bureau showed that the volume of mainland express delivery business in 2021 has reached 100 billion pieces, which is nearly 10 billion more than the original forecast of the previous year. The volume of express delivery business exceeded 100 billion, and the value of the waste recycling industry rose. Taking waste cartons as an example, in 100 billion express deliveries, at least nearly 80 billion cartons can be generated, and the amount of waste paper produced is 4 billion kilograms.
