In order to fully understand the city's environmental status and the completion of environmental protection goals, on February 15, Zhang Jun, deputy director of the Standing Committee of the Municipal People's Congress, led a team to the Municipal Bureau of Ecology and Environment to carry out special research on ecological environmental protection. The symposium was presided over by Chen Lei, deputy secretary general of the Standing Committee of the Municipal People's Congress and first-level inspector, relevant responsible persons of the Municipal People's Congress Standing Committee Environmental Protection and Urban Construction Committee and representatives of the Municipal People's Congress attended the meeting, and Li Wenqing, director of the Municipal Bureau of Ecology and Environment, Fang Guiping, deputy director of the Municipal Bureau of Ecology and Environment, and responsible persons of relevant business departments attended the meeting.
At the meeting, Li Wenqing first reported on the city's environmental quality status and the completion of environmental protection goals in 2021, and the members of the research group exchanged views on how to further deepen the city's ecological environmental protection work.
Li Wenqing said that according to the PM2.5 and the national and provincial examination sections of the three ratio of the two indicators, in 2021, Nanjing has taken the lead in completing the "3090" ecological environment improvement goal proposed by the 14th Provincial Party Congress. In 2022, the city's ecological environmental protection work will continue to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, take carbon peaking and carbon neutrality as the guide, take pollution reduction and carbon reduction synergy as the main line, deeply fight the battle against pollution, continue to improve the quality of Nanjing's ecological environment, and contribute to the construction of a "strong, rich and high" new Nanjing.
Zhang Jun fully affirmed the results achieved by Nanjing's ecological environment work and put forward three suggestions for the next stage of work:
First, we should further improve our ideological understanding and resolutely implement Xi Jinping Thought on Ecological Civilization. In accordance with the requirements of the provincial party congress and the municipal party congress, it is necessary to improve the political position, bravely pick up the mission, effectively solve deep-seated environmental problems, and promote pollution prevention and control in important areas and key indicators to leap to a new level.
The second is to redouble our efforts in work measures and thoroughly fight and win the battle against pollution. It is necessary to highlight the coordinated development of economy and environmental protection and promote the comprehensive green transformation of economic and social development; we must strengthen confidence in in-depth pollution control, improve the key work of the ecological environment with higher standards and more practical measures; we must serve the people to solve prominent problems and solve the most urgent demands of the masses to control environmental pollution.
The third is to improve the level of capacity and provide strong support for ecological and environmental protection work. It is necessary to strengthen the guarantee of the rule of law, firmly establish the rule of law thinking, resolutely administer according to law, and accelerate the construction of the rule of law in the field of ecological environment; we must make up for the shortcomings of infrastructure, accelerate the construction of an environmental infrastructure system that integrates sewage, garbage, solid waste, hazardous waste, medical waste treatment and disposal facilities and monitoring and supervision capabilities; we must improve the level of scientific and technological information, solve ecological and environmental problems through information means, and vigorously improve the efficiency of law enforcement; we must accelerate public participation, widely disseminate the concept of ecological civilization, and build a government-led, departmental coordination, The overall pattern of ecological environmental protection in which enterprises perform their responsibilities, participate in society and supervise the public.
This year is the year of the 20th National Congress of the Communist Party of China, and it is also a year of in-depth efforts to fight the battle against pollution and to modernize social governance. Zhang Jun stressed that in the next step, the Municipal Bureau of Ecology and Environment should further consolidate and expand the achievements of ecological and environmental protection work, respond to the people's higher expectations with a high-quality ecological environment, and make greater contributions to the comprehensive construction of a socialist modernization model city that the people are satisfied with.
