Yunnan Unicom's "14th Five-Year Plan" goal: build four nets!

Recently, the "14th Five-Year Plan" Yunnan Information and Communication Industry Development Plan (hereinafter referred to as the "Planning") press conference was held in Kunming. 25 key development tasks were proposed from 7 aspects. It is reported that during the "Thirteenth Five-Year Plan" period, the administrative villages of Yunnan Province advanced to achieve 100% coverage of optical fiber broadband, implemented the pilot project of universal telecommunications services, the scale of 4G base stations entered the first echelon of the country, and the 4G network coverage rate of administrative villages reached 100%. The "Planning" makes it clear that by 2025, the number of 5G base stations in Yunnan Province will reach 150,000, and Yunnan will also vigorously promote the innovative development of 5G+ integration to empower the development of thousands of industries.

At the press conference, the relevant person in charge of Yunnan Unicom also introduced the two major work points of Yunnan Unicom in the "14th Five-Year Plan" stage.

First, build a new digital information infrastructure network in the new era. Specifically, there are four networks: the first network is a gigabit 5G network for thousands of households, and during the "14th Five-Year Plan" period, our 5G population coverage rate will reach 90%, and the administrative village coverage rate will reach 98%. The second network is a gigabit fiber network for every household, with the ability to provide gigabit fiber ports to at least 80% of households during the "14th Five-Year Plan" period. The third network is for each government unit, enterprises and institutions to provide a government and enterprise boutique private network, the professional name is PEOTN network, the concept of this network is to provide each government and enterprise units end-to-end, with intelligent connection and intelligent scheduling, latency within 10 milliseconds of private network. The fourth net is a new type of computing power network. During the "14th Five-Year Plan" period, it is planned to build a third communication hub in Kunming, which is mainly for South and Southeast Asia, and is the data bridgehead and data center of the "Belt and Road". During the "14th Five-Year Plan" period, Yunnan Unicom plans to build three major data centers and computing power centers in Kunming, Yuxi and Qujing, which is also in line with the planning of the data center of the Yunnan Provincial People's Government. These three major data centers and hash rate centers provide at least 10,000 racks of data server hosting capacity, which will build nearly 40,000 core VCPU hashing power.

Second, comprehensively face the new era of innovative business. According to the planning of "one main and two wings", one main is networked, and the two wings are digital and intelligent. "One master and two wings" mainly innovates business in three directions: One is to provide 3 gigabits of smart connection service for each individual and family, that is, high-speed ubiquitous, heaven and earth integration of smart connection, wherever you go there are 1000 megabytes with you. In addition to smart connections, it is also necessary to provide more smart application basic services for individuals and families, such as smart home and home security. The second is to provide the majority of small and medium-sized enterprises with the digital service of "cloud + network + application" that integrates cloud and network. The majority of small and medium-sized enterprises are the end and main force of the transformation of the entire digital economy, how to serve small and medium-sized enterprises well, so that they do not worry about basic informatization, do not worry about the expansion and iterative upgrading of storage and computing resources, and do not worry about basic intelligent applications. The third is the intelligent and digital transformation and upgrading that serves thousands of industries. During the "14th Five-Year Plan" period, Yunnan Unicom will be the vanguard of local digital services, and the final foothold is to provide digital government services for the government, provide smart city services for cities, let cities serve the people, provide complete digital solutions and digital platform services for the eight pillar industries, and even digital operation services, and comprehensively innovate the service capabilities of information enterprises.

Looking back at the development of Yunnan Unicom, 2018 is an important year that must be mentioned. In October 2018, China Unicom issued an announcement: with the approval of the Office of the Leading Group for the Reform of State-Owned Enterprises under the State Council, the Yunnan Branch of China United Network Communications Co., Ltd., a wholly-owned subsidiary of the Company, China United Network Communications Co., Ltd., was officially included in the list of "Double Hundred Actions" for the reform of state-owned enterprises under the State Council. According to the comprehensive reform plan of Yunnan Unicom's "Double Hundred Action", Unicom Operating Company will start the relevant work of publicly recruiting Yunnan Unicom contract operation partners from private enterprises. In this way, Yunnan Unicom, known as the "small gang village" of the telecommunications industry, has become the "first enterprise in history" contracted by local operators.

On May 17, 2019, Yunnan Unicom, Jiangsu Hengtong Optoelectronics Co., Ltd., Ningbo Yajin Electronic Technology Co., Ltd., and Beijing Zhongdian Xingfa Technology Co., Ltd. signed a comprehensive reform cooperation agreement on "Double Hundred Action", and Yunnan Unicom's global socialization cooperation was officially launched. More importantly, the signing of the cooperation agreement also marks the official implementation stage of China Unicom's mixed reform in provincial companies.

Relevant data show that before the mixed reform of Yunnan Unicom, as of the end of 2016, the cumulative investment was 13.9 billion yuan, and the cumulative loss since 2010 was 5.8 billion yuan, and the loss in 2016 was 1.278 billion yuan. In 2016, the main revenue was 2.28 billion yuan, and the revenue share was as low as 6.7%, the lowest in the country. The 4G coverage rate is 5%, and the number of 4G base stations covered by one million people is the third from the bottom in the country. Through a series of reforms, the original Unicom personnel have realized identity conversion, more than 90% have been transferred to private operating companies, socialized capital has been introduced to accelerate the construction of 4G networks, construction funds have been introduced to 1.2 billion yuan, and 7400 new 4G base stations have been built, and the unit cost has dropped significantly. In 2018, Yunnan Unicom's profit decreased by 250 million yuan, and its annual revenue increased by 10% year-on-year, 6.5 percentage points higher than that of the same industry. Yunnan Unicom took the lead in completing the reform of the seven prefectures and cities, the revenue increased by 17.7% year-on-year, better than the non-cooperative areas by 11.3 percentage points. The profit budget was 100% complete, 21.4 percentage points better than that of the non-cooperative region.

At present, in the face of the new situation of the "Fourteenth Five-Year Plan", the two major work points have been determined, how to change the new direction according to local conditions, the real "mixing" is beautiful, Yunnan Unicom still has a long way to go, and the communication world will continue to pay attention to the latest progress of this matter.
