On February 8, some enthusiastic netizens reported to the Network Security Detachment of the Nantong Municipal Public Security Bureau that an online answer called "'Charm Winter Olympics' Winter Olympic Knowledge Dissemination And Ambassador Activity" spread in local WeChat groups and circles of friends, attracting many netizens to sign up to participate, suspected of illegally collecting citizens' personal information and fraud.

After preliminary investigation, Nantong Internet police found that the organizer of this activity is named "International Talent Skills Training Base of The Chinese Academy of Management Sciences", mainly for students in colleges and universities, the activity implements the "Winter Olympic Value" point system, after registration, first answer 10 common sense questions of the Winter Olympics within 10 minutes, and answer 6 correct questions can add 10 points to the Winter Olympics. After answering the questions, it is also required to fill in personal information such as school, name, ID card number, mobile phone number, etc. In the process of participation, it is necessary to obtain the "Winter Olympic Value" by learning to sign in, inviting registration, etc., and if you reach a certain score, you can get the title of Winter Olympic Ambassador of different levels from one star to five stars, and you can also get limited prizes such as customized handmade "ice piers" at the top of the national ranking.
On February 9, the Nantong Municipal Public Security Bureau Network Security Detachment and the Rudong County Public Security Bureau set up a special team to crack the case. After further investigation, the special case team quickly found out that behind it was a criminal gang headed by Li Mouhui (male, 38 years old, from Inner Mongolia), Tang Moufeng (male, 40 years old, jiangxi), and others, who specially designed various online answering activities for students in colleges and universities, thereby illegally obtaining citizens' personal information and defrauding money.

On February 16, the public security organs at the Nantong and Rudong levels dispatched more than 20 elite police forces, divided into two roads, and arrested all 19 people involved in the case in Chongqing and Beijing, respectively, and seized 38 mobile phones, 57 computers, 16 U disks used in the crime, and more than 3.5 million pieces of citizens' personal information illegally obtained.

After investigation, in January this year, the criminal suspect Li Mouhui, together with Tang Moufeng and others, without obtaining the official authorization of the Winter Olympic Organizing Committee, relied on the Internet to develop a "competition platform", carefully designed the point rules and activity posters, and launched the "'Charm Winter Olympics' Winter Olympic Knowledge Dissemination and Support Ambassador Activity" nationwide in the form of public accounts, WeChat groups, and circle of friends promotion, with the issuance of false "Winter Olympic Ambassador Honorary Certificates" and Winter Olympic Commemorative Gifts as prizes. It also claims that the honorary certificates issued can be used as the basis for college students' social practice plus points, evaluation of scholarships, etc., to lure students from major secondary schools and colleges into entering the "competition platform", fill in personal information such as names, mobile phone numbers, ID card numbers, contact addresses, etc., and collect certificate fees ranging from 28 yuan to 36 yuan for profit. As of the time of the case, relying on this "competition platform", the criminal gang has illegally obtained more than 3.5 million pieces of personal information of students in colleges and universities across the country, and defrauded some participants to pay a total of more than 10 million yuan in certificate fees.
