Chen Yixin: Give full play to the role of the rule of law in guaranteeing, and accelerate the modernization of urban social governance

On February 16, the Central Political and Legal Affairs Commission held the fifth municipal social governance modernization pilot work exchange meeting, and Chen Yixin, secretary general of the Central Political and Legal Commission, stressed that it is necessary to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement Xi Jinping Thought on the Rule of Law, give full play to the fundamental, stable and long-term role of the rule of law, and accelerate the modernization of urban social governance. How to further give play to the important role of the rule of law in the modernization of urban social governance? Chen Yixin put forward six opinions:

It is necessary to pay attention to the quality and effectiveness of legislation and ensure that it is pragmatic and effective.
-- Strictly enforcing the law and upholding social fairness and justice. It is necessary to crack down on lawlessness and crimes according to law and law, maintain a high-pressure posture of cracking down violations and crimes that the masses have strongly complained about, and form a powerful deterrent. It is necessary to standardize fair and civilized case handling, clarify rights and responsibilities, standardize procedures, actively explore civilized law enforcement, implement mechanisms for tolerating and correcting minor illegal acts of market entities, and protect the lawful rights and interests of all types of market entities. It is necessary to strictly restrain the supervision system and strictly prevent corruption in law enforcement and justice.
-- Optimizing rule of law services and enhancing the satisfaction of the masses. It is necessary to optimize political and legal government services, expand content, simplify processes, and optimize channels, so that the people truly feel that "it is no longer difficult to do things." It is necessary to improve public legal services, pay attention to accurate services, balanced coverage, and protect the legitimate rights and interests of special groups. It is necessary to deepen the governance services of litigation sources and resolve more contradictions and disputes before litigation.
-- Innovate publicity and education to enhance the rule of law literacy of the whole people. It is necessary to make in-depth study and publicity of Xi Jinping Thought on the Rule of Law the top priority in the construction of the rule of law in the city, and highlight the publicity of the Constitution, the Civil Code, and the Anti-Organized Crime Law. Efforts should be made to strengthen rule of law education for grassroots workers and young people. -- Strengthen organizational leadership to provide a strong guarantee for the construction of the rule of law in the city. The principal responsible persons of party committees should earnestly perform the duties of the first responsible person for promoting the construction of the rule of law, and leading cadres at all levels should continuously improve their ability to use rule of law thinking and rule of law methods to promote the modernization of urban social governance. It is necessary to give better play to the exemplary and leading role of the construction of a rule-of-law government in the construction of a rule-of-law country and a rule-of-law society, build and strengthen rule of law institutions, consolidate and deepen the results of education and rectification of the political and legal contingent, persist in combining strict management with generous love, and support and encourage the rule of law contingent in performing its duties according to law. Pilot areas should play an exemplary role, provide more innovative experience for the whole country, promote the formation of an atmosphere of catching up with and surpassing learning in various localities, and continuously improve the level of legal protection for urban social governance.
