There was such a person, he was Wang Jinshan's old leader, but also Peng Xuefeng's old classmate, and all those who had partnered with him as his deputy were either lieutenant generals or major generals, but he himself was only awarded the title of colonel.

His ability, achievements, and character are stronger than others, but such a person has been repeatedly treated unfairly, he is Zhang Weihan.

Zhang Weihan, born in 1906, is a native of Tao County, Handan Guan, Hebei Province.

He was Wang Jinshan's old leader and Peng Xuefeng's old classmate, but he only taught him a colonel for a small matter

When he was a child, Zhang Weihan's family was very poor, but several brothers were very contentious, especially his second brother Zhang Weixi, Zhang Weixi, since joining Feng Yuxiang's Northwest Army, he has made great strides all the way and risen all the way, becoming one of Feng Yuxiang's "Thirteen Taibao" and holding a high position.

Since then, the Zhang family has suddenly become a big family in the local area, but Zhang Weihan, who is still young, could not dream that he would make him miserable in the future because of his status as his second brother.

Zhang Weihan later parted ways because of his political disagreements with his second brother Zhang Weixi.

Zhang Weihan secretly joined the Communist Party, and the person who introduced Zhang Weihan to the party was the famous Peng Xuefeng.

He and Peng Xuefeng were old classmates, both of them were studying at the Beijing Military Officers' School run by Feng Yuxiang, but peng Xuefeng came into contact with new ideas earlier and became a communist, and later under the influence of Peng Xuefeng, Zhang Weihan also began to accept the new ideas of the revolution and became a secret Communist Party member.

In 1936, Zhang Weihan went to Muping County as the chief of the county secretary section and acting county chief. However, after working for three months, Zhang Weihan discovered that the former county magistrate Wang Zhaoxu was corrupt, so he began to report it, and as a result, he was framed, and Zhang Weihan left his job in anger.

After leaving office, Zhang Weihan got in touch with the organization and turned to Fan Zhuxian, the commander of the Yishui County Security.

At that time, many people in our party entered Fan Zhuxian's ranks, and fan Zhuxian and the Zhang brothers were from the same village, so they attached great importance to Zhang Weihan.

Later, Zhang Weihan's talent began to be revealed here in Fan Zhuxian, and he was appointed director of the Political Training Office, and soon he organized 35 detachments and expanded the team. And half of them are led by people from our Party.

In November 1938, Liaocheng fell, and Fan Zhuxian was martyred.

The 35 detachments, with a total of more than 10,000 people and no leader, were reorganized by the 129th Division of the Eighth Route Army and changed into the Zhuxian Column, with Zhang Weihan as the commander.

In 1940, the Zhuxian Column was reorganized into the New Eighth Brigade of the 129th Division, and Zhang Weihan continued to serve as the brigade commander, please note that Wang Jinshan was his partner at this time, serving as the deputy brigade commander of the New Eighth Brigade.

In April 1940, the Zhuxian Column was merged with the Advance Column of the Luxi Bureau to form the New Eighth Brigade of the 129th Division (Brigade Commander Zhang Weihan, Political Commissar Xiao Yongzhi, Deputy Brigade Commander Wang Jinshan, Political Department Director Wang Youping, and Chief of Staff Gao Houliang).

Two years later, the New Eighth Brigade merged with the three sub-districts of Southern Hebei, with Zhang Weihan as commander and Kong Qingde as deputy commander. Kong Qingde is the 73rd generation descendant of Confucius and was awarded the title of founding lieutenant general in 1955.

Wang Jinshan and Kong Qingde are both Zhang Weihan's deputies, and these two are China's founding lieutenant generals, and Zhang Weihan should also be a lieutenant general, but at the time of selection, only Colonel Zhang Weihan was given.

The reason for this result has to start from the Three Antis Movement in 1952. This is an "anti-corruption, anti-waste, anti-bureaucracy" campaign carried out within the Communist Party of China and state organs.

Zhang Weihan's family changed from poor peasants to local large households because of his second brother's prominence, so many people beat him into the so-called "big tiger" and escorted him to prison.

At that time, Zhang Weihan, because he was a decent person and had no substantive crimes, he was released as a result, but he was sentenced to an administrative demotion.

In this way, he suffered a considerable loss when rating the title, so he was later given only one colonel when the title was awarded.

Later, because this family was not a poor peasant, he was persecuted during the Cultural Revolution.

During the "Cultural Revolution", Zhang Weihan was subjected to inhuman torture, and he continued to seek justice, but in the end it was fruitless, and he failed to achieve his wish until he died of illness.

In October 1979, Zhang Weihan died of illness in Beijing.

At his memorial service, Deng Xiaoping, Xu Xiangqian, Marshal Liu Bocheng, as well as dozens of generals and dignitaries from more than a dozen provinces attended the memorial service, which shows Zhang Weihan's merits and personality charm during his lifetime. Later, Hu Yaobang rehabilitated him.
