The Qiancheng District People's Procuratorate accepted a case of intentional injury involving three elderly people over the age of 60, and when the procurator handling the case found that the parties involved in the case actually knew each other, but the dispute arose because of common hobbies and a whim to trigger the intentional injury case. Later, due to differences in the understanding of the appraisal opinion on the injury, the two sides were unable to reach a compensation understanding and further intensified the contradictions, triggering accusations and petitions from the victims.
Lian Zhongjia, assistant procurator of the Qiancheng District People's Procuratorate, said:
In order to properly resolve the contradictions involved in the case, we on the one hand submitted to the higher-level procuratorate for a review of the documentary evidence and guided the public security organs to supplement the investigation, on the other hand, we also rely on the multi-party collaboration platform of "Lao Qian" to explain the law and explain the reasoning and distinguish the interests, insist on convincing people with emotions and reasons, and eliminate the disputes between the two sides on the conclusion of the injury appraisal with sufficient factual evidence, as well as meet the different demands of both sides.
During this period, relying on the "old qianqin" platform, the procurator handling the case went deep into the homes of the parties on both sides many times, and through patient interpretation of the law and reasoning, eliminated doubts and bridged differences.

Intentional injury cases like this also occupy a certain proportion of the cases we usually handle, and we should not only handle the case, but also reflect the fairness and impartiality of our procuratorial organs in the process of handling the case, and also reflect the temperature of our judiciary and humanistic care.
With the joint efforts of the procuratorial department and the multi-party linkage department of the "Lao QianQin" platform, the two sides finally reached a criminal settlement, the suspect compensated the victim for 135,000 yuan in losses, and the procuratorate made a relative non-prosecution decision on the suspect in accordance with the law, repairing the damaged social relations.
In the past, when handling similar cases, we would feel that there was still some distance between the victims and us, but through the platform of "old people", we linked the forces of all parties in society, so that our communication with the victims was smoother, and the victims' sense of trust in us was increased, so that we could better achieve the organic unity of political, legal and social effects in the process of handling the case.

The Political and Legal Committee of the Qiancheng District CPC Committee has taken the lead in setting up the "Lao Qian" rule of law sharing home liaison station in 10 town streets in Qiancheng District, integrating the use of the "four major procuratorates" supervision function, establishing an "integrated" rapid response mechanism, linking 3 procurators in each town street, adopting a combination of "online + offline" and "regular + irregular" work mode, integrating judicial mediation, people's mediation and other channels, inviting people's congress deputies, CPPCC members, lawyers, police stations and other forces to participate together, through the establishment of "diversification" Procuratorial supervision mechanisms actively respond to issues of people's livelihood and people's interests that the masses are concerned about.

"Old Qianqin" is called "Lao Qianqin" with this feeling of the villagers, which is catchy, and it is easier for the masses to remember, and it can also narrow the distance between them and the masses and open up the last meter of our service to the masses.
Under the leadership of the "old and the dear" procurators, community workers give full play to the advantages of "familiar heads, familiar regions, and familiar with social conditions and public opinions", establish green and efficient information transmission channels and feedback mechanisms for handling results, produce procurator contact cards to issue to the masses and community workers in the jurisdiction, and then link procurators to promptly collect and summarize clues to problems reflected by the masses, establish a "shared" resource integration mechanism, and coordinate other member units to jointly study and resolve specific problems, and promote the local resolution of contradictions. Establish an early warning and resolution platform at the doorstep of the masses to achieve the practical effectiveness of the "Fengqiao Experience" in the grass-roots social governance system.

After the procurator receives the clue for the first time, he will notify the relevant departments or functional departments involved, then everyone will respond quickly, according to the clues we collect or the needs of the masses, combined with our functions, for example, we can correct the law according to the actual situation of the clues, or issue some procuratorial suggestions, or carry out procuratorial supervision of the public interest litigation, a variety of ways of procuratorial functions, led by the procurator, multi-party forces to participate in the platform to help the masses, Resolve the masses' law-related needs or resolve the contradictions of the masses.
Since the establishment of the "Lao QianQin" rule of law sharing home in November 2021, a total of 14 clues on relevant issues have been received, and the procurators of the "Lao Qianqin" immediately coordinated with other department members to receive and real-time feedback on the needs of the masses involved in law and litigation, timely investigation and verification, and timely initiation of legal supervision procedures according to the actual situation, comprehensively using procuratorial recommendations, notices of correction of violations, and public interest litigation, etc., to promote relevant departments to perform their duties according to law, improve the quality and effectiveness of legal supervision, and issue 7 procuratorial suggestions through the "Lao Qianqin" platform. 12 on-site forums were held to help the masses solve practical difficulties in 8 cases.
This mode of participation of multiple forces is also the model of co-governance, sharing, co-construction and co-management of urban governance that we are now advocating, which is particularly good, beyond the effect of fighting alone or handling cases alone, and also achieving the goals and directions we wanted to achieve when we built this platform.
After a period of operation, at present, the Qiancheng District People's Procuratorate will also establish a "diversified" rule of law service mechanism based on different problems found in the handling of cases or the needs of different regions, different groups, and different situations, combined with procuratorial functions, joint rule of law sharing and linkage work member units, provide rich content, diverse forms, and strongly targeted rule of law publicity services, organize and carry out a "commitment to civilized environment co-construction" with some catering businesses and ancient city snack street merchants in the jurisdiction. Sign activities, joint jurisdiction streets in the main catering businesses, leisure and entertainment venues and other conspicuous positions to post civilized warnings and safety warnings and other publicity service activities, to promote businesses and citizens to civilized dining, safe travel, and further promote the enhancement of the masses' awareness of the rule of law.
