Martin Sullivan, chief economist at Tex Analysts, a nonprofit tax publisher and expert in corporate tax practices in the United States, said: "This goes against common sense, but it does not violate U.S. tax law. ”

Sullivan said the $130 million loss of Tesla's U.S. business is a common practice for U.S. multinationals: restructuring their operations to make overseas subsidiaries the main body of reported revenue, leaving U.S. operations with almost no taxable income to report.

Meanwhile, a recent report released by the U.S. Treasury Department found that 61 percent of the international profits of U.S. multinationals come from seven small countries, namely Bermuda, the Cayman Islands, Ireland, Luxembourg, the Netherlands, Singapore and Switzerland, which are known as "tax havens."
