　　According to reports, in September last year, on the occasion of the first anniversary of the establishment of the "two districts", more than 200 reform and innovation tasks involved in the two programs were completed, and the completion rate exceeded 90%. In recent months, Beijing has carried out first-mover trials, actively planned to develop digital trade, and fully supported the opening of the Beijing Stock Exchange to achieve a "good start". At the same time, the key direction of this year's "two districts" construction is determined, and efforts are made from three dimensions to further promote the acceleration and enhance the display degree of the "two districts" construction.

Focus on the four key areas of scientific and technological innovation, digital economy, biomedicine, and green finance, and explore the opening up of the whole industry chain. The "two districts" biomedical industry chain opening plan was officially issued and implemented. The layout of green finance has accelerated, and the Sino-US Green Fund, beichuang green and low-carbon technology fund, Beijing Green Finance and Sustainable Development Research Institute, and SDIC Xin boiling water environmental investment company have settled in the sub-center of the city. Focusing on talent, intellectual property rights, balance of payments and cross-border trade facilitation, we will explore the whole process of reform, and issue intellectual property reform plans. Planning the development layout of the comprehensive bonded area, issuing the city's first policy document to support the development of the comprehensive bonded area, launching 73 measures, accelerating the innovation and upgrading of the Tianzhu Comprehensive Free Trade Zone, and the Daxing Airport Comprehensive Bonded Area passed the customs closure and acceptance.

Promote the implementation of a number of national pioneering policies such as preferential income tax for technology transfer and preferential income tax for corporate venture capital enterprises; according to incomplete statistics, last year, the preferential income tax policies for technology transfer in Zhongguancun reduced taxes by more than 400 million yuan.

After the listing of the Beijing International Big Data Exchange, it has successively launched the country's first new trading model, data trading guide, encryption trading platform and data trading alliance, continuing to take the lead in the construction of the data element market, accelerating the establishment of an international digital economy intermediary industry system, and accelerating the process of value-based data element resources. We are building the first trade digital innovation service platform, the Trade Digital Empowerment Center, and at the same time, we are also taking the lead in exploring digital trade statistical measurement methods in the country.

　　At the same time, it will help the construction of an international consumption center city with policy innovation and project drive. The first "tax-free, bonded and cross-border e-commerce" policy convergence pilot in the country, the sales of pilot enterprises exceeded 5.7 billion yuan; the first in the country to carry out cross-border e-commerce sales of pharmaceutical products pilot, the pilot drug varieties increased to 66, a total of more than 1.2 million single business; last year attracted more than 900 first stores to land, including 134 international brand first stores, accounting for 15% of the city's new first stores; the new national exhibition project began construction, Daxing Airport international consumption hub to determine the location.

　　In addition, we will build a Beijing-Tianjin-Hebei coordinated open highland. At present, the joint meeting mechanism of the Beijing-Tianjin-Hebei Pilot Free Trade Zone has been established, a tripartite strategic cooperation framework agreement has been signed, and the Think Tank Alliance of the Beijing-Tianjin-Hebei Pilot Free Trade Zone has been launched. In the next step, we will accelerate the improvement of a number of mechanisms represented by the docking of institutional innovation and cooperation in the pilot free trade zone, industrial transfer cooperation and investment cooperation guarantees, cross-regional qualification mutual recognition and two-way appointment of talents, create two major cooperation platforms for Beijing-Tianjin-Hebei industrial cooperation and unified data opening, promote the integration of financial services and government services in the three places, and continuously improve the convenience of cross-border trade and the depth of opening up. In order to promote the integration of government services in the Beijing-Tianjin-Hebei Pilot Free Trade Zone, the three places jointly launched three batches of 153 "colleagues with the same standard" government service matters, and Beijing first realized cross-district communication in five districts, including Chaoyang, Tongzhou, Shunyi, Daxing and Economic Development Zone.

Based on the construction goal of "two districts", Beijing has launched 20 key parks or groups such as Future Science City, Huairou Science City, Tongzhou Cultural Tourism Zone, Lize Business and Financial Zone, etc., to establish a new mechanism for municipal leaders to contact key parks one-on-one, aim at the characteristics of the park, and promote institutional mechanism innovation and policy breakthroughs to take root in the park. It will also implement special actions for the development and promotion of key parks, promote the improvement of park functions, shape the service brand of the park, improve the investment promotion system, enhance the overall image of the park, and create an open highland with obvious functional advantages and strong competitiveness.

The Science and Technology Innovation Area has accelerated the layout of a new generation of information technology, digital economy, biology and health industry, and a number of projects such as Xiaoma Huixing, Weiwei Technology, and Thermo Fisher Scientific and Chemical Science and Technology have landed. Focusing on international finance, wealth management, aviation services, etc., the International Business Service Area has promoted the world's three major rating agencies and top ten accounting firms to expand their business in China, and projects such as wholly foreign-owned currency brokerage companies have landed, and newly opened the "Fifth Air Rights" route. The high-end industrial area takes biomedicine and digital economy as the traction, accelerates the construction of the city's first cell therapy research and development pilot base, the first phase of the Beijing Cell Therapy Group project is put into production, and the Finnish Panbang photoresist project is landed, driving the manufacturing industry to accelerate the high-end, intelligent and green transformation, at the same time, actively create an open new window represented by the international industrial park, and strive for the inclusion of Sino-German and Sino-Japanese industrial parks into the national opening strategy, which has gathered more than 70 German-funded enterprises and more than 20 Japan-related enterprises.
