Therefore, Zhao Gao planned the "refer to the deer as a horse" incident and wantonly eliminated dissidents.

Qin II looked at it and thought to himself: Where is this horse, this is clearly a deer! He smiled and said to Zhao Gao, "Xiang Xiang is mistaken, this is a deer." The ministers were all overwhelmed by Zhao Gao's nonsense. When they saw the sinister smile on Zhao Gao's face, the ministers suddenly understood his intentions. Some upright people insist that it is a deer rather than a horse. Some of the traitors who usually followed Zhao Gao immediately expressed their support for Zhao Gao's statement and said to the emperor, "This is indeed a thousand-mile horse!" ”

The place where the story of "referring to deer as horses" takes place is in Wangyi Palace on the bank of the Jing River.

Wangyi Palace was built in 219 BC as a commanding height built by Qin Shi Huang to observe the movement of the invasion of ethnic minorities in the north, so it was named Wangyi Palace. Wangyi Palace, at the boundary of Jingyang County, Changping Guandong, the specific site of the Wangyi Palace site is located in Wufu Village and Eryangzhuang in Jiang Liu Township, Jingyang County, north of the banks of the Jingjing River. Later, a huge peasant revolt broke out at the end of Qin, and the Qin Dynasty was in a state of turmoil, and Zhao Gao, who was then a chancellor, was deeply afraid that Qin II would surrender to himself, so he preemptively attacked, and in 207 BC, together with his brother Lang Zhongling Zhao Cheng, son-in-law Xianyang Ling Yan Le, led more than a thousand officials to join forces, beheaded Wei Ling, and forced Qin II to commit suicide at the gate of Wangyi Palace. Zhao Gao buried Hu Hai with shu people, and his tomb was on the terrace at the south edge of Qujiangchi Village, Qujiang Township, Yanta District, Xi'an City, commonly known as 'Hu Hai Tomb'. The tomb of Hu Hai of Qin II is located in the original slope area, the environment is remote, very different from the high and magnificent imperial tombs since the Qin and Han Dynasties, compared with the nearby Duling and Shaoling, it is inferior.
