A few days ago, the China Dam Engineering Society released the announcement of the results of the 2021 annual science and technology awards, and the project "Key Technologies and Applications of Flood Resource Utilization and Reservoir Safety Risk Management in Coastal Areas" declared by the Municipal Water Conservancy Bureau won the second prize of the Science and Technology Progress Award of the China Dam Engineering Society, which is also the first time in recent years that our bureau has won the Science and Technology Award of the China Dam Engineering Society.

Our city is located in the lower reaches of the Yishusi River Basin and the end of the provincial water supply to Jianghuai water source, water resources show more transit passenger water, local water volume and flood season water, non-flood season water is less than the significant characteristics, every year need a large number of Water transfer Jianghuai water source to support the city's industrial and agricultural production and ecological water. The average annual amount of surface water resources in our city is less than 1.5 billion cubic meters, and the average transit passenger water volume for many years is more than 3 times that of the local water volume, especially in the flood season, a large number of upstream floods pass through the Xinyi River, Xinshu River and other rivers into the sea through our city, and the scientific research on the utilization of flood resources has been listed as a key research project by our bureau.

The project research group of "Key Technologies and Applications of Flood Resource Utilization and Reservoir Safety Risk Management in Coastal Areas" has systematically carried out research on flood resource utilization and reservoir safety risk management in coastal areas for more than 10 years with the support of relevant provincial and municipal units, and has achieved important innovative results This paper proposes a risk identification and assessment technology system for flood resource utilization, establishes a risk decision-making model with the goal of minimizing risk rate and maximizing comprehensive benefit, and proposes measures such as flood risk mapping methods and risk avoidance in the lower reaches of reservoirs based on hydrological hydrodynamic models and GIS technologies, so as to realize the effective utilization and risk regulation of flood resources.

The research results have an important guiding role in fully understanding the risks of flood resource utilization in coastal areas such as Lianyungang, scientifically making decisions on the utilization of flood resources, improving the efficiency and effectiveness of flood resource utilization, solving the problems of flood prevention and water shortage, promoting the sustainable use of water resources and sustainable economic and social development, and also providing an important scientific basis and support for water conservancy planning and management decisions in coastal areas.
