On the morning of February 10, the Standing Committee of the Changde Municipal People's Congress held a press conference on the promulgation and implementation of the "Regulations on the Promotion of Civilized Behavior in Changde City" and the "Regulations on the Management of Dog Breeding in Changde City", to interpret the background and main contents of the promulgation of the "Regulations on the Promotion of Civilized Behavior in Changde City" and the "Regulations on the Management of Dog Breeding in Changde City", and to answer reporters' questions on hot issues of social concern.
In order to promote the civilized behavior of the city, standardize the management of dog breeding, and enhance the awareness of civilization and rule of law and social responsibility in the whole society, the Standing Committee of the Municipal People's Congress has drafted two regulations through various forms such as research, discussion, letters, and the Internet, through various forms such as research, discussion, letters, and the Internet. After three deliberations, it was voted and approved by the 43rd session of the Standing Committee of the Seventh Municipal People's Congress on October 28, 2021, and officially implemented on January 1, 2022.
It is understood that the two local laws and regulations are related to the construction of spiritual civilization. Among them, the "Regulations on the Promotion of Civilized Behavior in Changde City", as a promotion regulation on the construction of spiritual civilization, for the first time, wrote the core socialist values into local regulations, and advocated and standardized the civilized behavior that citizens should abide by; in response to the current social concerns, "catering service operators are not equipped with public chopsticks", "smoking in public places where smoking is prohibited", "using shared bicycles, shared cars and other public rental vehicles, not parking in accordance with regulations" and other uncivilized behaviors, the corresponding legal responsibilities are stipulated.
The "Regulations on the Management of Dog Breeding in Changde City" regulate the behavior of citizens to keep dogs from the aspects of legislative purpose, scope of application, responsibilities of the government and departments, dog immunization and registration, prohibition of breeding of fierce dogs and large dogs, custody and rescue, dog breeding code of conduct, legal responsibility, etc., to regulate the behavior of citizens and advocate social civilized dog breeding. At the same time, administrative penalties have been set for violations of the regulations on the management of license registration, the number of dogs not meeting the regulations, violations of the dog code of conduct, and failure to clean up dog feces in a timely manner.
In recent years, in the course of legislative practice and exploration, the Standing Committee of the Changde Municipal People's Congress has adhered to the in-depth implementation of Xi Jinping Thought on the Rule of Law, adhered to the party's leadership, based on the local reality of Changde, innovated the legislative system and mechanism, actively introduced extensive social participation, and promoted local legislative work to enter the track of proceduralization, standardization and legalization, forming a "Changde legislative brand" with local characteristics. Up to now, Changde has completed the formulation of 9 local regulations; among them, during the 7th Municipal People's Congress alone, the formulation of 8 local regulations has been completed.
