Entrusted by the Standing Committee of the Fujian Provincial People's Congress, I report to the General Assembly for consideration and invite those present as observers to submit their opinions.

Main work of the past year

2021 is a landmark year in the history of the party and the country, we solemnly celebrate the 100th anniversary of the founding of the Communist Party of China, and start a new journey towards the second centenary goal. General Secretary Xi Jinping came to Fujian to inspect, and the central government held the first npc work conference, which injected a strong impetus into fujian's development and the work of the people's congress. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, under the strong leadership of the Party Central Committee and the Provincial Party Committee, and under the careful guidance of the National People's Congress and its Standing Committee, the Standing Committee of the Provincial People's Congress has deeply studied and implemented the spirit of the important instructions of General Secretary Xi Jinping's important speech, fully implemented the spirit of the 19th Party Congress and the 19th Plenary Session of the 19th Cpc Congress, the 10th Plenary Session of the Provincial Party Committee, and the 11th Provincial Party Congress, kept in mind the "two establishments", enhanced the "four consciousnesses", strengthened the "four self-confidences", achieved "two safeguards", and adhered to the leadership of the Party and the people being the masters of their own affairs Organically unify the rule of law, conscientiously exercise the functions and powers of legislation, supervision, decision-making, appointment and removal, actively give play to the role of the people's congress in the whole process of development of people's democracy, and make people's congress contributions to promoting high-quality development in an all-round way and writing a chapter in the comprehensive construction of Fujian, a modern socialist country.

In the past year, a total of 6 standing committee meetings have been held, 31 draft regulations have been deliberated (17 have been adopted), 24 regulations of districted cities have been approved, and 54 rules and normative documents have been examined; 19 work reports of "one government, one committee, and two procuratorates" have been heard and deliberated, 12 laws and regulations have been inspected for law enforcement, 2 satisfaction evaluations have been carried out, and 1 special inquiry has been carried out; 12 resolutions and decisions have been made; 129 staff members of state organs have been appointed and dismissed, and the work tasks set by the Fifth Session of the Thirteenth Provincial People's Congress have been fully completed.

First, adhere to the party's overall leadership, strive to be politically proficient, and put the work of the quasi-people's congress in the correct direction

(1) Strengthen theoretical armament and enhance political judgment. Persist in using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to dominate the work of the People's Congress, conscientiously study the spirit of General Secretary Xi Jinping's important speeches at the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China, the 100th Anniversary of the Founding of the Party, the Work Conference of the Central People's Congress, and the inspection of Fujian, and continue to deeply study Xi Jinping Thought on the Rule of Law and General Secretary Xi Jinping's important thinking on upholding and improving the system of people's congresses. In accordance with the requirements of reason, increasing trust, reverence for morality, and practicing, we should solidly carry out the study and education of party history, conscientiously study the history of new China, the history of reform and opening up, and the history of the development of socialism, learn and make good use of the series of interview transcripts such as "Xi Jinping in Fujian", inherit and carry forward the important ideas and major practices of General Secretary Xi Jinping in fujian work, draw wisdom and strength from the major achievements and historical experience of the party's century-old struggle, more deeply understand the decisive significance of the "two establishments", and more consciously achieve the "two safeguards".

(2) Strengthen service to the overall situation and improve political understanding. With the "great power of the country" in mind, consciously put the work of the people's congress in the overall situation of the whole country and the province to plan and promote, and strive to completely, accurately and comprehensively implement the new development concept based on the new development stage, and find the correct positioning and show behavior in the service and integration into the new development pattern. Closely follow the spirit of the important instructions of General Secretary Xi Jinping's important speech on Fujian's work and the decision-making and deployment of the Party Central Committee, closely follow the goals of struggle determined by the Eleventh Provincial Party Congress and the work requirements of the provincial party committee, do a good job in legislation, supervision, decision-making, appointment and removal, and provide a solid legal guarantee for the all-round promotion of high-quality development and transcendence, so that where the focus of the party's work is, the work of the people's congress will be followed up, the strength will be gathered, and the functions and roles will be played.

(3) Strengthen responsibility and improve political execution. We should conscientiously implement the spirit of the Work Conference of the Central People's Congress and the Work Conference of the Provincial People's Congress of the Provincial Cpc Committee, cooperate with the Provincial Party Committee in formulating specific measures to implement the requirements of the central documents, hold training courses for the people's congresses of the whole province, cities, counties, and townships, hold special forums and theoretical seminars, and promote the innovative development of the people's congress system and the work of the people's congresses. Earnestly carry out the activity of "re-study, re-investigation, and re-implementation", led by the deputy directors of the Standing Committee, conduct in-depth research and study around 12 special topics such as scientific and technological innovation, big data development, rural revitalization, development of the old Soviet area, marine environmental protection, pension services, construction of the service platform for innovation and entrepreneurship of new overseas Chinese, and improvement of deputies' work, put forward countermeasures and suggestions, and promote the full implementation and effective implementation of the decision-making and deployment of the Party Central Committee and the requirements of the provincial party committee. After the local confirmed cases of new crown pneumonia were found in some parts of our province, the Standing Committee of the Provincial People's Congress attached great importance to it and responded quickly, calling on people's congresses and people's congress deputies at all levels in the province to actively participate in the fight against the epidemic, and the party group meeting of the Standing Committee studied and deployed special topics, and made overall arrangements and orderly promoted various work.

Second, adhere to scientific democracy in accordance with the law, strive to make legislation effective, and strengthen high-quality development beyond the rule of law guarantees

(1) Strengthen reform and innovation legislation. Formulate regulations on the development of big data, standardize the collection and application of big data, cultivate and expand the data industry, and deepen the construction of digital Fujian. Formulate regulations on the promotion of rural revitalization, make clear provisions on industrial development, talent support, cultural prosperity, ecological livability, organization construction, etc., promote the consolidation and expansion of the results of poverty alleviation and the effective connection between rural revitalization, and promote the full implementation of the rural revitalization strategy. Revise three local regulations involving the reform of "decentralization and management services", such as the Regulations on the Administration of Agricultural Machinery, and promote the simplification of administration and decentralization and the optimization of services. Deliberate on regulations on optimizing the business environment, safeguard the legitimate rights and interests of market entities, and stimulate market vitality. Deliberate local financial supervision and management regulations, standardize local financial organizations and their activities, better prevent and resolve local financial risks, and serve the development of the real economy. Deliberate land management regulations, protect and rationally develop and utilize land resources, and promote sustainable economic and social development.

(2) Strengthen legislation on social governance. It is the first in the country to formulate regulations on the protection of traditional style buildings, adhere to the equal emphasis on protection and utilization, inherit the architectural culture with Fujian characteristics, and protect the historical context of Bamin. Formulate volunteer service regulations, complete incentive and guarantee mechanisms, carry forward the spirit of volunteer service, and promote the development of volunteer service. Deliberate and revise the regulations on the administration of forensic evaluations, standardize forensic evaluation activities, increase the credibility of forensic evaluations, and promote judicial fairness. Deliberate and revise postal regulations, improve the quality of postal services, and support and standardize the healthy development of the express delivery industry. Deliberate on animal epidemic prevention regulations, strengthen the prevention and control of animal diseases, and ensure public health safety. Deliberate on the measures for the implementation of the Counter-Terrorism Law, coordinate security and development, and build a higher level of safety and security in Fujian.

(3) Strengthen legislation on people's livelihood concerns. In the form of special legislation on "small incisions", it is the first in the country to formulate regulations on the wearing of masks by catering service employees and the use of safety seats for children in motor vehicles. A package of revisions to local regulations in the field of food and drug safety, such as food safety regulations. Promptly clean up regulations that do not conform to the provisions and principles of the Civil Code, abolish several provisions on notarization work, and revise three regulations, including the Implementation Measures of the Consumer Rights and Interests Protection Law, to effectively ensure the effective implementation of the Civil Code. Actively respond to the aging of the population, review the regulations on old-age services, and promote the solution of the needs of old-age services in our province. Review the national fitness regulations and build a higher level of national fitness public service system. Deliberate on the regulations on traditional Chinese medicine, promote the inheritance and innovative development of traditional Chinese medicine in our province, and promote the construction of healthy Fujian.

(4) Strengthen legislation on ecological civilization. Implement the concept of green development, formulate regulations for the development of green buildings, promote resource conservation, and improve the living environment. Formulate regulations on the prevention and control of water pollution, strengthen the treatment of drinking water, river basin ecology and groundwater, and consolidate and improve the quality of the water environment. Formulate coastal shelterbelt regulations, encourage diversified forms of participation in protection, improve the ecological compensation mechanism, increase the rigid constraint of legal responsibility, and build a solid ecological security barrier in the coastal areas of our province. Deliberate on soil pollution prevention and control regulations, protect and improve the soil environment, and promote the sustainable use of land resources. Deliberate and revise the regulations on ecological environmental protection, transform the mature experience and practices of ecological civilization construction in our province into legal system provisions, promote the construction of the national ecological civilization pilot zone and the in-depth implementation of the ecological province strategy, and help achieve carbon neutrality on schedule.

(5) Strengthen the establishment of legislative mechanisms. The first is to explore and improve the coordinated legislative mechanism. For the first time, cross-provincial coordinated legislation was carried out, and the Standing Committee of the Jiangxi Provincial People's Congress was coordinated to formulate railway safety management regulations. The second is to continuously expand the orderly participation of the public in legislation. Further give play to the role of legislative bases and legislative consultation experts, and raise the level of legislative specialization. Continue to promote the construction of grass-roots legislative contact points, targeted invitations to participate in the review and discussion of laws and regulations, give full play to the role of "legislative through train", and recommend Caixi Town in Shanghang County to become the first national-level township people's congress legislative contact point in the country. The third is to strengthen the follow-up after legislation. Entrust a third-party institution to conduct a post-legislative assessment of the ecological public welfare forest regulations. The special legislation of "small incisions", the practice of the Jiulongjiang coordinated legislation and the special legislative class were affirmed by Chairman Li Zhanshu at the national forum on local legislative work. The legislation on the wearing of masks by catering service workers was awarded the first "Top Ten Rule of Law Incidents" in Fujian Province. The collaborative legislation on water ecological environment protection in the Jiulongjiang River Basin won the first prize of the outstanding case of institutional mechanism innovation of the provincial organs. The fourth is to strengthen the filing and review work. Rely on the filing and review information platform to promptly correct rules and normative documents that contradict higher-level laws, promote the standardization, institutionalization, and informatization of the filing and review work of the standing committees of people's congresses at all levels throughout the province; and achieve full coverage of the annual filing and review work reports of the standing committees of districted municipal people's congresses.

Third, adhere to the correct and effective law, strive to supervise accurately, and help write a new chapter in Fujian

(1) Promote high-quality development and transcendence. Listen to and deliberate the report on the implementation of the national economic and social development plan in the first half of the year, promote the in-depth implementation of the new development concept, and help our province to make a good start in the "14th Five-Year Plan". Carry out law enforcement inspections of the Science and Technology Progress Law and our province's regulations, promote the strengthening of talent training and research and development funding, and better play the leading and supporting role of scientific and technological innovation. Listen to and deliberate the report on the work of cultural heritage protection, review the opinions, study and process the report, and carry out satisfaction evaluation, promote the creative transformation and innovative development of the excellent traditional culture of our province, and create a good atmosphere for the 44th World Heritage Conference to be held in Fuzhou. Carry out special research on the implementation of the Vocational Education Law, promote the solution of bottlenecks restricting the development of vocational education in our province, and help build a vocational education highland.

(2) Promote high-quality people's livelihood guarantees. Carry out law enforcement inspections of the Law on the Protection of the Disabled and the implementation measures of our province, focus on the rehabilitation services for the disabled, the construction of barrier-free environments, etc., and promote the formation of a joint force to help the disabled. Carry out law enforcement inspections of the Law on the Protection of the Rights and Interests of Returned Overseas Chinese and Overseas Chinese Dependents, the Implementation Measures of our Province, and the Regulations on the Protection of the Rights and Interests of Overseas Chinese, and properly safeguard the legitimate rights and interests of overseas Chinese and returned overseas Chinese dependents. Carry out law enforcement inspections of the Fire Protection Law and our province's regulations, and promote the implementation of fire rescue responsibilities after institutional reform through the three-level linkage supervision of the standing committees of provincial, municipal and county people's congresses, and build a "safety net" for fire prevention in the province. Listen to and deliberate the report on the construction of the emergency management system, promote the strengthening of the emergency rescue force in our province, and protect the safety of people's lives and property. Hear and deliberate reports on social preferential care work, and promote the protection of the rights and interests of all types of preferential care recipients. Carry out special research on social assistance work, and strengthen the basic living security of groups in difficulty.

(3) Promote the protection of high-value ecological protection. Review the annual environmental status and the report on the completion of environmental protection goals, supervise and strengthen the supervision of the ecological environment, promote the acceleration of the comprehensive green transformation of economic and social development, and let the green water and green mountains always become the pride of Fujian. Carry out law enforcement inspections of the Law on the Prevention and Control of Environmental Pollution by Solid Waste, promote the solution of key and difficult problems such as urban and rural domestic garbage and hazardous waste treatment and disposal, and thoroughly fight the battle against pollution. Carry out law enforcement inspections of the Land Management Law and the implementation measures of our province, focus on the prominent problems in the land management work in our province, carry out special inquiries, promote the conservation of intensive land use, implement the farmland protection system, and consolidate and improve the results of soil pollution prevention and control.

(4) Advance high-level supervision and judicial supervision. Hearing and deliberating the report of the Provincial Supervision Commission on the work of carrying out the international anti-corruption fugitive recovery and recovery of stolen goods is the first time that the Standing Committee of the Provincial People's Congress has listened to the special work report of the Provincial Supervision Commission in accordance with the decision-making and deployment of the Party Central Committee, and has achieved good political, legal and social results. Listen to and deliberate the report on the implementation of the "Seventh Five-Year Plan" law popularization resolution, and make a resolution to carry out the "Eighth Five-Year Plan" law popularization, and promote the organic integration of law popularization work and social governance. Hear and deliberate provincial court reports on civil trial work, promote the improvement of trial quality and credibility, and promote social fairness and justice. Hear and deliberate provincial procuratorates' reports on juvenile procuratorial work, and promote the improvement of the comprehensive protection system for juveniles.

(5) Promote high-standard budget review. Listen to and deliberate the budget implementation and final account reports, review and approve the 2020 provincial final accounts, and the 2021 provincial budget adjustment plans. In accordance with the decision-making and deployment of the Party Central Committee, further strengthen the examination and supervision of local government debt. Review and approve the specific measures for the application of tax rates and tax reductions and exemptions in our province to maintain the stability of the current tax burden in our province. For the first time, special reports on the management of state-owned natural resource assets were heard and deliberated, comprehensive reports on the management of state-owned assets were deliberated, decisions on strengthening the supervision of state-owned assets management were formulated, and the construction of a standardized management system for state-owned assets was promoted. Listen to and review the report on the review and handling of the 2019 education fund management and use report and carry out satisfaction evaluation, listen to and review the report on the use of special funds for agricultural and rural areas, and promote the special funds to better play their benefits. Listen to and deliberate audit work reports and reports on the rectification of problems found in audits, supervise and improve the audit rectification work mechanism, and promote scientific and standardized budget management.

Fourth, adhere to the optimization of service guarantees, and strive to represent satisfaction, condensing the new era of new Fujian development synergy

(1) Do a good job of guiding the election of city, county, and township people's congresses. Yin Li, secretary of the provincial party committee and director of the Standing Committee of the Provincial People's Congress, attaches great importance to doing a good job in the election of the people's congresses at the three levels of the province, cities, counties, and townships, listens to relevant work reports many times, attends and speaks at the work deployment and professional training meeting for the election of the new term, and emphasizes the need to uphold the party's leadership, fully carry forward democracy, and handle affairs strictly according to law throughout the entire process of all aspects and links of the election for the new term. The Standing Committee of the Provincial People's Congress drafted opinions on the work of electing people's congresses at the three levels of the province, cities, counties and townships, and submitted them to the provincial party committee for approval and forwarding to all localities for implementation. Promptly make decisions on the timing of elections, the number of people's congress deputies at the county level, and the number of members of the standing committees of people's congresses at the city and county levels, and guide all localities in determining the number of people's congress deputies at the township level in accordance with law. Establish a steering group for the election of deputies to the city, county, and township people's congresses, revise the work manual for the election of people's congresses at the county and township levels, determine the contact points for the election of deputies, and do a good job of answering questions about the election of the new term. Under the leadership of party committees at all levels, the work of electing people's congresses at the city, county, and township levels has been successfully completed. Among the new deputies to the city, county, and township people's congresses, the proportion of women deputies, grassroots deputies, especially front-line workers, peasants, and professional and technical personnel, has been further increased, the structure of deputies has been further optimized, and the work of the election has been carried out in a clean and upright manner, and the results of the election have been satisfactory to the people.

(2) Do a good job of "double-linked" work. We should continuously improve the working mechanism for the members of the Standing Committee and the working committees to contact deputies, and further strengthen communication and contacts with grass-roots provincial people's congress deputies. More than 900 deputies were invited to attend meetings of the Standing Committee as observers, participate in legislative research, law enforcement inspections, and supervision of suggestions, and constantly expand the depth and breadth of deputies' participation in the work of the Standing Committee. Earnestly implement the system of forums for deputies attending meetings of the Standing Committee as observers, listen to deputies' opinions on the work of the people's congresses, the construction of democracy and the rule of law, economic and social development, and other aspects, and do a good job of studying and handling opinions and giving feedback. Continue to strengthen the construction of activity rooms for deputies to contact the masses, and make good use of the work platform for people's congress deputies to contact the masses. It is recommended that Fuzhou City be used as the second pilot of the map information collection work of "People's Congress Deputies Contacting the Mass Activity Room", so as to build an efficient and convenient channel for deputies to contact the masses and reflect the demands of the masses.

(3) Do a good job of handling motions and suggestions. Persist in mechanisms such as the quality evaluation of deputies' suggestions for handling, actively explore communication and coordination mechanisms before deputies put forward motions and suggestions, and enhance the quality and effectiveness of handling motions and suggestions. Led by the Standing Committee, the key supervision and handling of 6 representative suggestions on the development of mutual assistance and health care industry, improving the law enforcement level of public security organs, improving the compensation mechanism for ecological protection in the Minjiang River Basin, giving play to the role of science and technology commissioners, and promoting the development of the tea industry have achieved good results. Strengthen the follow-up, implementation, and coordination of the work of handling deputies' suggestions, and organize face-to-face communication between the undertaking units, supervision departments, and deputies in response to the concerns of the masses and suggestions that are difficult to handle, and promote the solution of problems. In the past year, 25 motions and 888 suggestions put forward by deputies have been completed, and the satisfaction and basic satisfaction rate of deputies has reached 99. 9％。

(4) Do a good job of ensuring the performance of duties by deputies. Focusing on the all-round promotion of high-quality development and transcendence, rural revitalization and ethnic and religious work, etc., organize NPC deputies to carry out special research and centralized inspection activities. Focusing on the implementation of the new development concept, implementing the outline of the provincial "14th Five-Year Plan", promoting coordinated regional development, and organizing provincial people's congress deputies to carry out special research. Organize the deputies of the People's Liberation Army and the Provincial People's Congress of the Armed Police Force to conduct research and study on the implementation of laws and regulations on supporting the military and giving preferential treatment to subordinates and national defense education. Further strengthen and improve the study and training of deputies, establish a pool of teachers for the training of deputies to the people's congresses, organize and carry out online learning and training for deputies, and promote the organic combination of online and offline training.

V. Persist in promoting the building of organs, strive to strengthen themselves, and raise the level of ability to perform duties

(1) Strive to build political organs that consciously adhere to the leadership of the Communist Party of China. Take a clear-cut stand and unswervingly uphold the party's overall leadership over the work of the people's congresses. We should resolutely shoulder the political responsibility of administering the party in an all-round and strict manner, persistently take political construction as the guide, and comprehensively strengthen party building in the Standing Committee and organs. Taking the history of the development of the people's congress system as an important part of the study and education of party history, members of the party leading groups at both levels of the Standing Committee took party lessons around such themes as "the great practice of the people being the masters of their own affairs," meticulously organized a series of activities to celebrate the 100 th anniversary of the founding of the party, set up a training base for the Ninghua Long March Academy of the Provincial People's Congress, and guided party members and cadres to carry forward the great spirit of party building and always maintain their political true colors. Give full play to the role of the party group of the Standing Committee in taking the direction, managing the overall situation, and ensuring implementation, and promptly transform the propositions of the party Central Committee and the provincial party committee into the common will of the people of the whole province through legal procedures. Adhere to the principle of the party managing cadres, do a good job of appointing and removing personnel in accordance with legal procedures, and ensure that candidates recommended by the Party Central Committee and the provincial party committee become leading personnel of state organs through legal procedures. Strictly implement the system of requesting instructions and reports from the provincial party committee, major problems, important matters, and key tasks are promptly reported to the provincial party committee in accordance with regulations, and conscientiously cooperate with the provincial party committee to carry out inspections and do a good job of rectification of feedback problems.

(2) Strive to build local organs of state power that ensure that the people are masters of their own affairs. Implement the requirements of people's democracy in the whole process into the people's congresses' legislation, supervision, decision-making, appointment and removal, and other work. Revise the rules of procedure of the Provincial People's Congress, improve the system, work procedures, and operational mechanisms of the people's congresses, and give better play to the role of people's congress deputies in the development of people's democracy throughout the process. For the first time, overseas Chinese of Fujian nationality were invited to attend the provincial people's congress as observers. More attention should be paid to soliciting and listening to the opinions of all quarters, improving methods such as research, demonstration, and consultation, and further consolidating the public opinion foundation for all aspects of the people's congresses. Give play to the role of platforms such as the People's Congress System Research Association, and strengthen the study and interpretation of people's democracy in the whole process of development. For 14 consecutive years, it has organized research and investigation of the Standing Committee and held special seminars to provide theoretical support for the work of the Provincial People's Congress.

(3) Strive to build working organs that fully undertake all the duties entrusted by the Constitution and the law. Actively promote the construction of special committees and standing committees of people's congresses at all levels in our province. Adhere to the party group theoretical study center group study, the Standing Committee special study, the people's congress deputies to perform their duties and the daily study system of organ staff, the deputy directors of the Standing Committee take the lead in going deep into the grass-roots level to carry out propaganda, multi-form, hierarchical, and full coverage to strengthen education and training. Strengthen the training and use of cadres, strengthen the guidance of the work of grass-roots people's congresses, and continuously improve the overall quality and level of performance of duties. Strengthen and improve the propaganda and public opinion work of the people's congresses, and promote the people's congress system to penetrate the hearts of the people. Vigorously carry forward the fine work style of "four grass-roots units," "four million households," and "doing things immediately and really doing solid work," and encourage officials to start their own businesses and take on responsibilities.

(4) Strive to build representative organs that always maintain close ties with the masses of the people. We should regard safeguarding the fundamental interests of the broadest masses of the people as the starting point and end point of the work of the people's congresses, constantly strengthen our ties with the masses of the people and the people's congress deputies, and ensure that the people have something to call for and that we have something to respond to. Solidly carry out the practical activity of "I do practical things for the masses", conscientiously carry out the work of linking up with key counties for rural revitalization, guide the series of activities of charity to help rural health construction, hold joint meetings to safeguard the legitimate rights and interests of women and children, actively do a good job in petitioning work, and promote the solution of the people's urgent problems. Consolidate and expand the achievements of the creation of "national civilized units", actively carry out volunteer service activities, and establish a good image of being pragmatic for the people.

The Standing Committee consciously accepts the guidance and supervision of the NPC and its Standing Committee, strengthens ties with the work of the people's congresses of cities, counties, and townships, and actively publicizes and popularizes the innovative work and experiences and practices of the people's congresses in various parts of the province. The Standing Committee of the Fuzhou Municipal People's Congress organized a special legislative class to promote the legislative work of the 6 laws and regulations on the protection of history and culture, and promoted the transformation of the achievements of the World Heritage Conference on the track of rule of law. In the process of formulating regulations on optimizing the business environment of the Standing Committee of the Xiamen Municipal People's Congress, the leaders of the Standing Committee led the team to listen to the opinions of municipal departments and more than 200 enterprises at the grass-roots level, and practiced people's democracy in the whole process with practical actions.
