1. The self-confidence of the youth system continues to improve

In 2021, the vast number of young people have witnessed and personally experienced the comprehensive victory of the party leading the people to achieve poverty alleviation, the historic achievements of building a moderately prosperous society in an all-round way, and the major strategic achievements in the fight against the new crown pneumonia epidemic, with firmer ideals and beliefs, continuous improvement of institutional self-confidence, and showing enthusiasm for struggle in economic and social construction, giving full play to the role of birth force and commando. At the meeting to celebrate the 100 th anniversary of the founding of the Communist Party of China, the members of the Communist Youth League and the representatives of the Young Pioneers extended their youthful praises to the party, and on behalf of the vast number of young people, they issued the Zhengzheng oath of "please rest assured of the party and strengthen the country and have me," showing a good style of self-confidence, self-improvement, and courage to take responsibility.

2. Youth development is closely integrated into the 14th Five-Year Plan

In March, following the 13th Five-Year Plan, the "in-depth implementation of youth development planning" was again written into the 14th Five-Year Plan. Driven by the guidance of national planning, 9 provincial-level, 112-city-level and 627 county-level "14th Five-Year Plan" have set up special sections (special chapters) for youth development for the first time.

3. The "double reduction" policy of education has been effective

In July, the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Homework Burden and Off-campus Training Burden of Students in the Compulsory Education Stage. Under the coordinated promotion of various departments and regions, the effectiveness of reducing the burden on the school has begun to appear, the burden of homework has been significantly reduced, the training outside the school has been orderly and standardized, and the pressure on young students and parents has been alleviated.

4. More than 9 million college graduates are in stable employment

In 2021, the scale of college graduates reached 9.09 million, a record high, and the employment situation was complicated and severe due to the impact of multiple factors such as the new crown pneumonia epidemic. With the joint efforts of relevant central departments, local party committees and governments, colleges and universities, employers and all sectors of society, the employment of college graduates has remained generally stable.

5. The governance of the network environment has achieved remarkable results

In 2021, the "Qinglang" series of special actions will continue to deepen, the network chaos that is not conducive to the healthy growth of young people will be vigorously rectified, and effective measures will be introduced to prevent minors from indulging in online games, and the cyberspace will be more clear and safe.

6. Affordable rental housing policies focus on youth groups

In March, the government work report of the two sessions of the National People's Congress proposed to "do our best to help new citizens and young people alleviate housing difficulties"; in June, the General Office of the State Council issued the "Opinions on Accelerating the Development of Affordable Rental Housing", which clearly regards young people as one of the key groups of affordable rental housing. In 2021, 942,000 units of affordable rental housing will be newly raised in 40 key cities.

7. The three-child birth policy and supporting support measures are implemented in an orderly manner

In June, the CPC Central Committee and the State Council issued the Decision on Optimizing Fertility Policies to Promote the Long-term Balanced Development of the Population; in August, the Standing Committee of the National People's Congress voted to pass the Decision on Amending the Population and Family Planning Law; during the year, supporting measures for the "three children" focusing on fertility and parenting education were successively introduced, and a legal and policy system to encourage young people to have children was gradually formed.

8. The newly revised "Two Laws" for Minors are officially implemented

On June 1, the revised Law of the People's Republic of China on the Protection of Minors and the Law of the People's Republic of China on the Prevention of Juvenile Delinquency were officially implemented, and the legal system for protecting the lawful rights and interests of minors and preventing juvenile delinquency was further improved.

9. The International Youth Development Index Report 2021 was officially released

In December, the International Youth Development Index Report 2021 was officially released at the 17th China Youth Development Forum. Through multi-dimensional and multi-level assessment, the "Report" comprehensively presents the current situation, characteristics, trends and existing problems of youth development in 85 countries around the world, and promotes the development and exchange of youth in various countries.

10. Medium- and long-term youth development plans are implemented in depth

In 2021, the mid-term evaluation of the implementation of medium- and long-term youth development plans was successfully completed, the mechanism of the provincial, municipal and county-level youth work joint meetings was fully covered, the working mechanisms at all levels were effectively linked, 87 cities carried out youth development city construction, 73 planning county-level pilots were solidly promoted, the policy advocacy function was more prominent, the statistical monitoring and policy research capabilities continued to increase, the statistical monitoring report was more abundant, the statistical yearbook was published and distributed for the first time, the second expert committee was formally established, and the in-depth implementation of the plan achieved new results.
