The "Resolution" of the Sixth Plenary Session of the Nineteenth Central Committee of the Communist Party of China pointed out that "the development of the cause of the party and the people requires successive generations of Chinese communists to continue to struggle, and we must grasp the fundamental plan of succession." This is an important historical enlightenment drawn by our party from summing up the course of a hundred years of struggle, and it is also the fundamental political task of the Communist Youth League to keep firmly in mind its original mission and faithfully perform its duties, and it is the ultimate evaluation criterion for measuring all the work and construction of the League. In order to accomplish well this glorious mission entrusted by the party, the Communist Youth League must set high standards for comprehensively and strictly administering the party, learn from our party's historical experience in leading the great social revolution with a great self-revolution, follow the construction logic of "relying on ideals and discipline on the other," and unremittingly promote the comprehensive and strict management of the league. Only in this way can we truly cultivate a vigorous vanguard force for the party that can fight a hard battle, and only then can we be worthy of the political positioning of the party's assistants and reserve army.

History is the best textbook. Over the past one hundred years, the Communist Youth League has always closely followed the party in constantly strengthening its own construction; whether it is the period of the new-democratic revolution, the period of socialist revolution and construction, or the new period of reform, opening up, and socialist modernization, it has always regarded strict management of the league as a basic task running through the building of the league, and has clearly defined the direction and focus of strictly administering the league in accordance with the central tasks of different historical periods and the characteristics of the times. History has fully proved that strictly administering the regiment has always been a distinct theme and an eternal task in the regiment's own construction; the foundation of the regiment originates from strictness, and the regiment's combat effectiveness stems from strictness; when the regiment is strictly administered and firmly grasped, the regiment's organization will be strong and powerful, and the regiment's cause will be full of vitality. Especially since the Eighteenth National Congress of the Communist Party of China, in the process of promoting the comprehensive and strict management of the party, General Secretary Xi Jinping has always attached great importance to the construction of the League, summed up historical experience, aimed at practical problems, focused on future development, put forward comprehensive requirements from various aspects such as political construction, organizational construction, construction of the team of league cadres, and construction of the team of league members, and guided the Communist Youth League to enter a new stage of comprehensive and strict management of the league.

Since the Eighteenth National Congress of the Regiment, the whole regiment has deeply implemented the important requirements of General Secretary Xi Jinping, conscientiously absorbed the historical experience of the regiment, taken a clear banner and taken multiple measures to promote the comprehensive and strict management of the regiment, the awareness of strict organization at all levels has been significantly improved, the state of solidity has begun to appear, and the overall spiritual outlook of the regiment has undergone new changes and presented a new atmosphere. At the same time, we must also be more soberly aware that compared with the historic achievements and historic changes that have taken place in comprehensively and strictly administering the party, compared with General Secretary Xi Jinping's expectations and requirements for the Organization of the Communist Youth League, and compared with the whole society, especially the vast number of young people, in the minds of the Communist Youth League, there is still a big gap in its own construction. It is urgent to achieve a fundamental change from piecemeal to system integration, from other discipline constraints to self-discipline and incentives, from breakthroughs at points to overall leaps, and truly a big improvement in the level of construction, work logic, and actual results. In this context, it is inevitable and opportune for the Sixth Plenary Session of the Eighteenth Central Committee of the Communist Youth League to make systematic arrangements for the work of comprehensively and strictly administering the League and to formulate an implementation outline.

In the new situation, to deepen and promote the comprehensive and strict management of the regiment, it is necessary to unify thinking and clarify understanding, as well as to clarify the key points and integrate forces. On the one hand, it is necessary to accurately understand the tone of the principle of comprehensively and strictly administering the regiment, fully understand the connotation and extension of "comprehensiveness," consciously adhere to the full caliber and no dead ends in the objects, elements, fields, and standards; fully understand the dialectical relationship between "strictness" and "leniency," persist in the principle that strictness is general and leniency is special, and ensure that grasping small things early and combining leniency with severity; and earnestly enhancing the sense of urgency and consciousness of "governing the work," carrying forward the spirit of self-revolution, and making strict and down-to-earth become the inner consciousness of every regiment cadre and league member. On the other hand, it is necessary to profoundly grasp the implementation path of comprehensively and strictly administering the regiment, focus on grasping political construction strictly, grasping the building of regiment organizations strictly, grasping the management of the contingent of regiment cadres strictly, grasping the management of the contingent of regiment members strictly, and grasping the building of systems strictly, exploring the formation of a work system with distinctive characteristics, pragmatic and effective, and strongly targeted, and strive to transform the results of comprehensively and strictly administering the regiment into political achievements in educating people for the party and into a comprehensive leap forward in the role of the party's assistants and reserve forces.
