My name is Qin Zhi, and I am the chief of the planning and finance section of the Health Commission of Weinan City, Shaanxi Province (and concurrently the director of the Poverty Alleviation Office of the Committee). In recent years, in the work of health poverty alleviation, epidemic prevention and control, the health system has undertaken a number of important responsibilities, as a demobilized soldier, I insist on the confidence and motivation to dare to fight and win, based on my own duties, overcome difficulties, and dedicate a light and heat to the health and safety of the masses.

I was born into an ordinary peasant family and have a special affection for rural farmers. In the fight against poverty, I was transferred to the Poverty Alleviation Office of the Municipal Health Commission. When the mapping data of "27,000 households and 88,000 people living in poverty due to illness in the city, accounting for one-third of the total number of poor people" was in front of me, I felt great pressure, but when I thought of the way the villagers were tormented by the disease and the look of expectation for the policy, I secretly resolved to shoulder the responsibility and send them the warmth of the party and the country. How to increase the reimbursement ratio of poor household patients, where does the money for serious illness relief come from, and how to help more accurately and efficiently... These thoughts haunt my mind every day. I went to the village again and again, studied the policies over and over again, and walked through the hospital clinics to find ideas and solutions to solve problems.

After the start of the battle against poverty, in the case that the country has not yet introduced relevant policies and has no experience to learn from, I proposed to establish a health poverty alleviation fund, through government investment, social donations, etc., to raise and set up a health poverty alleviation fund of 85.46 million yuan, to support the poor patients "new agricultural cooperation + serious illness insurance + civil affairs assistance + health poverty alleviation fund" four-fold protection network, not only improve the efficiency of the use of funds, but also let the poor household reimbursement ratio as a whole increase by 5%, affirmed by the provincial government and promoted in the province.

In 2017, Weinan's action of "10,000 doctors to help poor households due to illness" once again "attracted attention". A total of 10,935 medical workers were selected to pair up with poor patients one by one in the city, more than 200,000 people received centralized treatment, and more than 10,000 people enjoyed chronic disease contract services. Subsequently, we launched a series of "policy packages" such as "first diagnosis and treatment and then payment, exemption from hospitalization deposit", poverty alleviation wards, "one-stop" instant settlement window, and full coverage of standardized clinics, which were well received by the masses.

In the Spring Festival of 2020, the new crown epidemic prevention and control battle was urgently launched, and it is particularly important to strengthen the protection of epidemic prevention materials. "We must not let our front-line personnel fight 'naked'!" On the night of January 23, I led my colleagues in the department as the "vanguard" of logistics support and threw themselves into battle at the first time. However, the lack of epidemic prevention materials and the adoption of traffic control measures in various places are very arduous. My colleagues and I divided into two roads, one way to take stock of the existing materials of medical institutions and pharmaceutical enterprises in the city, to find out the bottom of the family, and to dispatch according to the epidemic prevention and control situation; on the other hand, we mobilized the strength of the Municipal Federation of Industry and Commerce, the Federation of Returned Overseas Chinese, the Council for the Promotion of International Trade and other associations to obtain information extensively and purchase protective materials from domestic and foreign businesses.

During the period when the epidemic was at its tightest, the risk of procurement increased sharply. Once, I had a hard time contacting a manufacturer, but I was asked to transfer 50,000 yuan before delivering, but this did not conform to the government procurement system. On the one hand, the rigid requirements of discipline and system, on the other hand, the materials that are about to be "yellow list" are about to be "yellow", after a moment of thinking, I chose to pay, took out 50,000 yuan from home, and told my wife that "we should buy materials for our family, if we can't receive the goods, we will also recognize it." In this way, the telephone, the network, 24 hours non-stop, batch after batch of materials have landed. In just a few days, we have prepared to purchase 250,000 masks, 12,000 sets of protective clothing, and 23 tons of anti-killing materials, building a solid personal safety barrier for frontline personnel.

Great engineering, great cause, can not be achieved overnight, need ordinary us, in ordinary posts to work hard. Small "screws" also have the meaning of struggle, I will continue to protect the physical and mental health of the people with heart and soul, based on my own original intention, ordinary posts book color volume.
