In 1944, the situation in Lunan improved, and the Public Security Bureau of the Three-Branch Bureau was restored. In the autumn of the same year, as the bureau was renamed the special bureau, the public security bureau of the three special bureaus was changed to the public security bureau of the three special offices. In the spring of the following year, the public security bureaus of the three special offices merged with the security organs of the military sub-districts, and Wei Yuhua, director of the bureau, set up three units and political guards, and when the Anti-Japanese War was won, the office of the bureau was divided and the units were changed into sections. During the period of the special office, it had jurisdiction over Linyi, Yi County, Pi County, Zhao Wei, Shuangshan, Lincheng, Lanling, and Canal. Wei Yimin (1899~1983) used the name Wei Xiangqian. A native of Chudun Village, Tancheng County. Born into a poor peasant. He joined the Communist Party of China in June 1928. In May 1932, he was appointed as a member of the Cpc Tancheng County Sispo District Committee and secretary of the Chuqiao Township Party Branch. At the end of 1938, he joined the Eighth Route Army and successively served as the instructor of the Lintan Independent Regiment Company, and the commander and political commissar of the independent sixth battalion of the three major teams of the Longhainanjin Detachment. In 1941, he transferred to the local government and successively served as the chief of the social section of the three local committees in Lunan, the director of the public security bureau of the three branches and the director of the linyi county public security bureau, the director of the pi county public security bureau, and the director of the public security bureau of the Maling office. On June 18, 1942, he led more than 20 public security personnel disguised as puppet troops, made a long-distance attack into the enemy-occupied areas, and arrested Liu Yueting, director of the Kuomintang Lintan Intelligence Station, who had killed more than 200 anti-Japanese soldiers and civilians and innocent people, and handed them over to the people's government for trial and shooting. In June, Wei Yimin led more than 40 public security armed personnel disguised as peasants and ambushed in the crops south of Linyi City, and when the leader of the pseudo-gendarmerie in Lintan area passed by after a meeting in Linyi, he launched a surprise attack, killing the captains and attachés of more than 10 pseudo-gendarmes in Linyi, Tan, and Pi counties in one fell swoop. During the Liberation War, he successively served as the director of the public security bureau of Pi County and Cangshan County, the chief of the public security bureau of the Luzhong South Bureau, and the director of the first division of the Xuzhou Municipal Public Security Bureau. In May 1950, he was appointed vice president of xuzhou municipal court. In the spring of 1951, he was appointed chief procurator of the Xuzhou Municipal Procuratorate. He retired in 1961 to recuperate.
