Dai Rong believes that at present, there are deficiencies in community governance in solving key and difficult problems and using modern governance methods and means, and we should adhere to the people-oriented, adhere to governance according to law, strive to make up for the shortcomings of community governance, accelerate the construction of community comprehensive service facilities, and continuously improve the level of community governance.

"While ensuring that residents can enjoy basic public services, it is necessary to create high-quality life service scenarios." Dai Rong suggested that from the perspective of meeting the needs of community residents for a better life, create high-quality upgraded service scenarios, such as the construction of comprehensive service facilities, the introduction of fresh supermarkets, boutique hotels, movie theaters, specialty bookstores, fashion shopping stores and other consumption spaces, the introduction of rural e-commerce physical stores, to provide one-stop online shopping services, to achieve high-quality consumption. At the same time, a new pattern of community co-construction, co-governance and sharing under the leadership of party building should be established. Introduce policies and measures to promote the governance of residential communities, improve property management regulations and their supporting systems, establish a working mechanism for party building to lead property management services, and let grass-roots party organizations intervene in the whole process of "consultation-decision-making-implementation-assessment-supervision" of property management services, laying the foundation for the standardization of property service management.

Dai Rong proposed to use modern technology and information technology to improve community governance capabilities. Make overall planning, rationally build community network infrastructure, community security systems, and comprehensive service platforms, and build various intelligent life scenarios, which not only meet the needs of community residents' smart life, but also effectively improve the efficiency of grass-roots social governance. Build a community cloud platform network that "connects community residents vertically to the end and integrates departments at all levels horizontally to the side", breaks down departmental barriers and "information islands", enhances information flow and sharing, and realizes data docking upward, downward integration, and left-right interconnection. Strengthen the construction of informatization of community emergency management, promote information products such as mobile phone customer terminals, visual displays of command centers, and geographic information systems, and improve the situation analysis and linkage resolution capabilities of emergencies.
