The case was temporarily enforced outside of prison in violation of the law by the Central Political and Legal Affairs Commission, and was tried by the Maoming Dianbai Court and the Maoming Intermediate People's Court. In 2001, the Maoming Dianbai Court sentenced Chen Jianming to eight years' imprisonment for dereliction of duty, embezzlement, and the crime of having a large amount of assets of unknown origin, and sentenced Chen Jianming to temporarily execute outside of prison on the grounds that Chen Jianming had hepatitis B. During the special investigation and rectification of the "temporary leave reduction" case, the Maoming Dianbai Court took Chen Jianming into custody for enforcement in accordance with law.

The Maoming Intermediate People's Court conducted a retrial of Chen Jianming's case, and decided to carry out a fixed-term imprisonment of 13 years for convicting Chen Jianming of dereliction of duty, embezzlement, and the crime of having a large amount of assets of unknown origin. Relevant responsible personnel who violated the rules for their temporary execution outside of prison were transferred for criminal prosecution.
