China Education News - China Education News Network News (correspondent Zhong Jiayi, Chen Songbu, reporter Liu Dun) Recently, the Guangdong Provincial Development and Reform Commission and the Guangdong Provincial Department of Education issued the "Notice on the Charging Standards for Online Discipline Off-campus Training in the Compulsory Education Stage of Guangdong Province" (hereinafter referred to as the "Notice"). The "Notice" clarifies the benchmark charging standards for online discipline off-campus training institutions in the compulsory education stage in the province, that is, online courses with a training duration of 30 minutes, approved for 20 yuan per lesson time, and the floating range shall not exceed 10%, that is, the maximum shall not exceed 22 yuan per lesson per person-time, and there is no limit to the floating.
The "Notice" proposes that training institutions shall determine specific charging standards within the benchmark charging standards and floating ranges, and the actual duration of training shall be converted proportionally if they are not the same as the standard duration, and other fees such as textbook fees and material fees shall not be charged in addition to the training fees. Fees for online discipline off-campus training institutions for ordinary high school students are implemented with reference to the standards of the Notice. The subject scope of off-campus training in subjects includes ethics and the rule of law, languages, history, geography, mathematics, foreign languages (English, Japanese, Russian), physics, chemistry, biology. The benchmark charging standard will be evaluated and adjusted in due course.
The "Notice" requires that all training institutions strictly implement the relevant provisions of education and other departments to strengthen the supervision of pre-fees of off-campus training institutions, strictly implement the fee publicity system, and disclose training content, training duration, charging standards, teacher qualifications and other information to the public in advance through institutional websites, enrollment brochures, online applications, open media and other channels. The charging period for off-campus training for primary and secondary school students shall be in harmony with the teaching arrangement, and shall not be collected at one time or in the form of recharge, sub-card, etc., in disguised form of time span of more than 3 months or more than 60 class hours for a single subject.
The Notice clearly stipulates that each training institution shall submit the enrollment brochure, charging standards, teacher qualifications and other materials, together with the cost, income, related party transactions and policy implementation of the previous year, to the education, development reform and market supervision departments of Guangdong Province before the end of June each year. The Notice will be implemented from the new semester of classes in the spring of 2022.
