Recently, the party branch of Shanghai Anxi Chamber of Commerce and the party branch of Jinlai Residential Area of Zhujing Town, Jinshan District jointly launched a paired and co-construction forum on "Party Building, Joint Construction, And Heart-to-Heart" for Veterans. From the people's children and soldiers to the "guardian spirit" of the community
The Jinlai Residential Area Veterans Volunteer Service Team was established on the eve of the August 1st Founding Day in 2013 and was originally composed of 14 veterans of Jinlaiyuan and Mingzhu Xinyuan.
"The situation in our Jinlai residential area is relatively special, the majority of the population is relocated and resettled, the quality of civilization of residents is uneven, and the awareness of prevention is relatively weak." I feel that we veterans have the obligation and ability to contribute to the safety of the community. Captain Sun Jianguo introduced, "At most, there were 18 people in our team, and the average age was more than 60 years old. Don't look at our age, our ability and physical fitness are still very strong."
It is such a disciplined and well-trained team, 365 days a year, rain or shine in the jurisdiction, two groups of two people to carry out time-of-period patrols and escorts, resolve contradictions, eliminate hidden dangers, and escort the safety and happiness of community residents.
"Jinlai Residential Area has jurisdiction over 2 communities, 143 corridors, and a permanent population of 5430 people. For a number of reasons, although this place is not large, it is difficult to manage. The establishment of the veteran volunteer service team not only shared part of the work pressure for the neighborhood committee, but also significantly improved the security and harmony index of the community. Talking about this veteran volunteer service team, Li Ying, secretary of the party branch and director of the neighborhood committee of Jinlai Residential Area, could not help but show a happy smile.
In the past, they wore military uniforms to defend their families and defend their country; now they have shed their military uniforms and served the community. Sun Jianguo said that when they take off their military uniforms, they are still soldiers and always keep in mind the original mission of defending the country and serving the people. Now the community is their "main battlefield", and they want to contribute to the construction of a safe, harmonious and beautiful home.
From "Trouble Communities" to "Safe Homes"
Before the establishment of the veteran volunteer service team in 2013, there were more than 20 cases in jinlaiyuan community every year, and more than 30 cases at the peak, which once became a "problem community" with frequent cases and frequent contradictions listed in the district. The problem has been greatly improved since the establishment of the Veterans Volunteer Service.
Veterans start from things that seem to be trivial, but are closely related to the safety and civilization of the community, such as uneven roads, unclear lights, random parking of cars, and home unrest, and play an active role in the construction of a safe and harmonious community through volunteer services such as public security patrols, civilized persuasion, policy publicity, fire inspection, and conflict mediation.
I still remember one night, Sun Jianguo led a patrol to the parking lot in front of Building 39 of the community, found that the windows of a Chevrolet sedan were not closed, and there was a work bag in the car, and immediately went to the property to verify the owner's information. After confirming that he was the owner, Mr. Zhang, he contacted him by telephone in time, informed him, and advised him to have a sense of safety precautions to prevent unnecessary losses. In order to express his gratitude, Mr. Zhang specially made a pennant with the words "An Zhongxin Work hard and complain, and ensure that there is no alarm and no danger here" and gave it to the veterans.
Within a year of the establishment of the service team, they found and resolved nearly 30 cases of instability in the jurisdiction, and the incidence of community security was effectively controlled. In the following years, the community incidence rate decreased year by year, and in the past two years, there were zero cases. Jinlai Residential Area has also jumped from a multi-case community in the past to an advanced community for prosecution and a safe community. Residents said that they are still the "cutest people", and even the community police admired them, laughing that "ginger is still old and spicy".
From Stand-up Comedy to Group Comedy
"Community governance is not enough to rely on the cadres of the neighborhood committee, plus the strength of a few of our veterans can only solve the urgent need, or rely on the residents to manage together." Sun Jianguo said. To this end, the veteran volunteer service team has also specially formed a unique set of "three voices of safety" work method, that is, "the neighbor goes out to give an explanation, the community comes to the stranger to ask a question, and encounters a suspicious point to check", to guide residents to take the initiative to participate in community security, group prevention and group strategy to ensure safety. This trick has played a key role in the prevention and control of the epidemic. With the cooperation of the residents, the "fence" at the entrance and exit of the community has been tightened, and the prevention and control network to prevent and control the epidemic has also been tightened.
With the continuous development of the veteran volunteer service team, the "scope of operation" has become more and more extensive. In addition to ensuring public security, it is also enthusiastic about public welfare activities such as environmental improvement in residential areas, the creation of non-violating construction committees, donations, mutual help between neighbors and neighbors, and cares about the masses to do good deeds, which is also condensed in the daily life of the service team.
"They are the role models around us, a group of elderly people with an average age of more than 60 years old, because the original intention of the military guards us, making us realize that as a member of the community family, we also have the obligation to participate in community management." Nowadays, this veteran volunteer service team has gone through 8 years, "there is something to find a veteran" has almost become the mantra of Jinlai residential area, there are constantly veterans in the community to join this team, more and more residents have begun to take the initiative to participate in community governance.
"Residents are the main body of the community, and only by giving full play to the enthusiasm of residents and striving to achieve resident autonomy can we truly build a safe and harmonious community." ——This is the real original intention and greatest contribution of the veteran volunteer service team.
