A few days ago, the State Council issued the "14th Five-Year Plan" Modern Comprehensive Transportation System Development Plan (hereinafter referred to as the "Planning"). On January 19, the National Development and Reform Commission held a press conference on this issue, and the relevant responsible persons of the National Development and Reform Commission, the Ministry of Transport, the State Railway Administration, the Civil Aviation Administration of China, the State Post Bureau, and the State Railway Group answered questions from the media on hot issues of concern to the market.

The relevant person in charge of the meeting said that it is expected that the total scale of investment in fixed assets of the "14th Five-Year Plan" is comparable to that of the "13th Five-Year Plan", and the national railway operating mileage will reach about 165,000 kilometers by the end of 2025; the highway mileage will increase by about 300,000 kilometers, the inland high-grade waterway will increase by about 2,400 kilometers, and by 2025, the civil transport airport will reach more than 270, and the annual business income of the postal express industry will exceed 1.8 trillion yuan.

During the "14th Five-Year Plan" period, the development of the railway industry will focus on promoting five aspects of work

Wang Zhonggang, director of the Department of Science and Technology and Legal Affairs of the State Railway Administration and spokesman of the Press, said in response to a question from a reporter from China Securities News that during the "14th Five-Year Plan" period, the railway industry mainly promoted related work from the following five aspects.

The first is to find out the positioning of railway development and strengthen the overall planning and coordination. In promoting the "14th Five-Year Plan" railway development plan and the revision of medium- and long-term railway network planning, do a good job of top-level design and overall planning, and promote the organic connection and coordination of special railway planning and this plan.

The second is to build a modern railway network and accelerate the promotion of key tasks. Strengthen the construction of national strategic backbone channels, accelerate the construction of the main channel of the "eight vertical and eight horizontal" high-speed railway, orderly expand regional high-speed rail connection lines, actively promote the planning and construction of intercity railways in key urban agglomerations and urban (suburban) railways in metropolitan areas with a high degree of urbanization, and accelerate the construction of an integrated comprehensive transportation hub system.

The third is to give full play to the advantages of the backbone of the railway and improve the quality of transportation services. Accelerate the development of "four network integration" and build a railway passenger service network with clear levels, green safety, integration, fast and smooth, and cost-effective. Actively develop specialized transportation such as high-speed rail express transportation, cold chain, and commodity automobile transportation. Give full play to the advantages of the combination of "railway network + Internet" to improve the level of railway digitalization.

The fourth is to give full play to the comparative advantages of railways and promote green and low-carbon development. Benchmark the national "double carbon" strategic goal and formulate a carbon peak action plan for the railway industry. Promote the accelerated development of multimodal transport such as molten iron, iron sea, and iron and air. Improve the container multimodal transport system and build a backbone channel network for container transportation.

The fifth is to promote railway scientific and technological innovation and improve the overall efficiency of the industry.

State Railway Group: It is estimated that the total scale of investment in fixed assets of railways in the "14th Five-Year Plan" is expected

It is generally comparable to the "13th Five-Year Plan"

Zhao Changjiang, deputy director of the Development and Reform Department of the State Railway Group, said that by the end of 2021, the operating mileage of railways in the country has exceeded 150,000 kilometers, of which more than 40,000 kilometers are high-speed railways. Combined with the arrangement of projects under construction and proposed construction, it is expected that the total scale of fixed asset investment in the "14th Five-Year Plan" will be equivalent to the overall scale of the "13th Five-Year Plan", and will continue to maintain a stable trend, and the planning and construction focus will mainly focus on five aspects:

The first is to promote the construction of the Sichuan-Tibet Railway with high quality. The State Railway Group will insist on taking the Sichuan-Tibet Railway as the "number one project" of railway construction, insist on doing its best to fight, and gather the strength of the whole industry to promote the construction of the project.

The second is to focus on filling the "blank space" of the western railway. Promote the upgrading and transformation of the Qinghai-Tibet Railway, and carry out preliminary research on key sections of the Yunnan-Tibet Railway. Accelerate the construction of backbone corridors in northern Xinjiang, improve the layout of the railway network in southern Xinjiang, strengthen the connection between the north and the south of Xinjiang, and promote the ringing of railways in Xinjiang and the smooth flow of railways in and out of Xinjiang. Improve the railway coverage in key border areas, improve the quality of the road network in the northeast border area, improve the layout of the road network in the southwest border area, and strengthen the construction of ports and entry-exit channels.

The third is to speed up the improvement of the "eight vertical and eight horizontal" high-speed railway network. Strive to basically complete the main channel of the "eight vertical and eight horizontal" high-speed rail during the "14th Five-Year Plan" period; at the same time, orderly promote the construction of regional high-speed rail connection lines and extension lines, and enhance the flexibility and mobility of the road network.

The fourth is to expand the coverage of the general speed railway network in an orderly manner. Comprehensively promote the construction of railway networks in the central and western regions, strengthen the railway network in border areas, increase the density of railway networks in old revolutionary areas, ethnic minority areas, and underdeveloped areas, and support the construction of local development railways in resource-rich and densely populated areas; at the same time, continue to support the acceleration of the construction of short-board projects such as railway logistics bases, special lines, and collection and transportation systems, accelerate the smooth flow of bulk freight "public to rail", multimodal transport "one kilometer before and after", and enhance railway collection and transportation capacity.

The fifth is to actively promote the development of intercity railways and urban (suburban) railways in urban agglomerations. Support the use of existing railway surplus capacity in a market-oriented manner, through appropriate transformation of intercity and urban (suburban) trains. Support local governments to promote the construction of intercity and urban (suburban) railways in accordance with the plan.

According to the planning plan, it is expected that by the end of 2025, the operating mileage of national railways will reach about 165,000 kilometers, of which high-speed railways (including some intercity railways) will be about 50,000 kilometers, covering more than 95% of cities with a population of more than 500,000, basically forming a "national 123 high-speed rail travel circle".

Civil Aviation Authority: By 2025, there will be more than 270 civil transport airports

Han Jun, director of the Development Planning Department of the Civil Aviation Administration, said that during the "14th Five-Year Plan" period, civil aviation will continue to increase investment, accelerate the reconstruction and expansion of hub airports, focus on improving the comprehensive support capacity of hub airports, rationally encrypt the layout of airports, steadily build regional airports and professional cargo hub airports, and focus on encrypting airports in the central and western regions and border areas. By 2025, the number of civil transport airports will reach more than 270, and 40 new runways will be added. Promote the deep integration of airports and various modes of transportation, form a number of modern comprehensive transportation hubs with airports as the core, and achieve the planning goal of more than 80% of the rail access rate of hub airports.

Ministry of Transport: Highway mileage during the "14th Five-Year Plan" period

About 300,000 kilometers are added

Xu Chengguang, chief planner of the Ministry of Transport and director of the Department of Comprehensive Planning, said that it is expected to complete the investment in transportation fixed assets of about 3.58 trillion yuan in 2021, an increase of 3.1% year-on-year.

Xu Chengguang said that during the "14th Five-Year Plan" period, the road mileage will increase by about 300,000 kilometers, and the inland high-grade waterway will increase by about 2,400 kilometers; during the "14th Five-Year Plan" period, the proportion of ordinary national highways in the western region will reach 70% and the proportion of hardened roads in natural villages (groups) with large populations will exceed 85%. By 2025, promote about 100 rural logistics service brands across the country. By 2025, the railway access rate of important port areas in coastal ports will exceed 70%, and the rail transit access rate of hub airports will reach 80%. Accelerate the development of passenger intermodal transportation, and organize pilot projects of passenger intermodal transportation in 50 cities. Guide and standardize the healthy development of online ride-hailing, shared bicycles, and car time-sharing.

State Post Bureau: Postal express industry by 2025

The annual business income will exceed 1.8 trillion yuan

Zeng Junshan, director of the Department of Policies and Regulations of the State Post Bureau and spokesman of the press, said that it is expected that by 2025, the annual business income of the postal express industry will exceed 1.8 trillion yuan, and the volume of express delivery business will exceed 150 billion pieces, and the growth rate will remain at 10%-11%, which is about twice the GDP growth rate.

CICC research report believes that during the "14th Five-Year Plan" period, the amount of transportation investment is expected to maintain steady growth, new infrastructure expansion, market share increase to drive the growth of head enterprises, continue to be optimistic about the first quarter of the infrastructure sector valuation repair opportunities.
