Grasping reform, food security is guaranteed effectively. The first is to improve the system. New provincial reserves were added and the key layout was in Yantai and Weihai. All cities have actively enriched local grain and oil reserves, 16 cities have reached the market supply requirement of more than 15 days, and the province can supply the urban population for more than 26 days. Successfully completed the rotation task of 201,000 tons of provincial reserves. The second is to improve facilities. Make good use of the grain risk fund, deploy and carry out the upgrading of green storage and the new expansion project of the reserve grain depot, and the province's intact warehouse capacity has reached 41.89 million tons. Earnestly implement the requirements of the provincial party committee, vigorously promote the dynamic supervision of government reserves, install video surveillance systems in nearly 370 reservoir areas and more than 3300 warehouses in the province, and realize intelligent monitoring and analysis of changes in grain surfaces in some warehouses.
Supply is guaranteed, and the grain market is stable and orderly. The first is to highlight market-oriented acquisitions. The provincial bureau, together with relevant departments, has established a 400 million yuan grain purchase loan credit guarantee fund, and while preparing for the launch of the minimum purchase price policy, all localities have encouraged and guided diversified market entities to actively enter the market, and the summer and autumn grain purchases have been promoted in an orderly manner. The province has purchased a total of 41.68 million tons of grain from producers, of which 9.26 million tons of summer grain, all of which are market-oriented purchases. The second is to strengthen monitoring and early warning. There are 719 emergency processing, distribution, storage and transportation enterprises in the province, and the emergency guarantee of grain is strong. The third is to innovate and save grain and reduce losses. Participated in the organization of the International Food Loss Reduction Conference. Focus on all links of the whole chain and create a model for saving grain and reducing losses in Qilu. 280 grain post-harvest service centers provide "five generations" services for farmers, and during the summer harvest, the province cleaned and dried 2.7 million tons of grain, saving more than 100,000 tons of grain losses.

The total industrial output value of the province's grain industry will reach 463.6 billion yuan in 2020 on the basis of ranking first in the country, and preliminary statistics show that it is a foregone conclusion to achieve a new breakthrough in 2021. The second is to continue to build a public brand of "Qilu grain and oil". "Qilu Grain and Oil" has been selected as "China Grain and Oil Influential Public Brand" for three consecutive years, and the brand value ranks first in the "Regional Brand of Industrial Agglomeration Area" of Chinese brands in 2021, and the leading role of four regional brands of "Grain and Oil Golden Triangle", "Yimeng Peanut Oil", "Five-star Degrain" and "Jiaodong Flower Rao" is emerging. Issued and implemented 9 Shandong grain and oil group standards. The third is to make every effort to promote scientific and technological innovation. Give play to the leading role of the platform, support the construction of four national technological innovation centers of wheat, corn, soybeans and high oleic acid peanut oil, promote the landing of scientific research results, and realize the accurate docking of advantageous industries and advanced technologies. Build an industrial Internet platform covering production, purchase, storage, transportation and sales, with 374 settled enterprises and a total transaction volume of 5.92 billion yuan.
