The Irtysh River passes through the small town of the Cocoto Sea, giving the town its name, the Cocoto Sea, which means "green jungle" in Kazakh.

However, at that time, this was the seat of Fuyun County. In 1959, Fuyun County moved out of the Cocoto Sea for reconstruction, and the Cocoto Sea became the Cocoto Sea Town in Fuyun County, which was once known as the "111 Mine".
