Solid strides have been made in the reform of the social security system. The macroeconomic regulation and control of enterprise wages has been steadily advancing. All localities should rationally adjust the minimum wage standard. At present, 21 regions have adjusted the minimum wage standard, and 22 regions have issued enterprise wage guidance lines. The social capacity of mediation and arbitration services has been continuously improved. Improve monitoring, early warning, analysis and judgment mechanisms, guide the handling of key dispute cases, strengthen the handling of labor disputes in new employment forms, and adopt extraordinary measures to efficiently handle dispute cases of wages owed to migrant workers. Carry out provincial government assessments to ensure the payment of migrant workers' wages, interview urban areas where the problem of wage arrears is concentrated, and consolidate territorial supervision responsibilities. Solidly promote the winter special action to eradicate wage arrears, and promote the implementation of the "double handover" mechanism, that is, the clues of wage arrears cases should be transferred to the local human resources and social security departments for investigation and handling according to law, and also transferred to the relevant member units or competent departments of the deliberative coordination body for the eradication of wage arrears to migrant workers, so as to prevent the formation of risk exposures and consolidate the results of eradicating wage arrears. From January to November 2021, all localities investigated and dealt with 54,000 cases of wage violations, and posthumously paid 6.58 billion yuan in wages and benefits to 720,000 workers, of which 413,000 migrant workers were paid 4.01 billion yuan. Strengthen the connection between credit punishment and execution, from January to November 2021, all localities announced 1,585 cases of major wage arrears to the public, and 623 illegal and untrustworthy enterprises were included in the "blacklist" management of wages owed to migrant workers. 2,757 cases of suspected refusal to pay labor remuneration were transferred to the public security organs, and 2,058 cases were filed by the public security organs.
