In 1964, the State Council approved the Shaanxi Provincial People's Committee on the grounds that "in order to facilitate the masses and reduce the unnecessary burden on the masses and children in learning and using geographical names and characters", agreed to change the names of thirteen counties and Shangluo Commissioner's Offices in Shaanxi Province, including XuYi, and the names of the 13 counties and the renamed counties were:
