Recently, a doctor in Rizhao, Shandong Province, was exposed to suspected of broadcasting gynecological surgery on Station B, which caused concern. On January 18, the Donggang Branch of the Rizhao Municipal Public Security Bureau issued a briefing saying that at about 16:00 on January 18, 2022, the Donggang Branch of the Rizhao Municipal Public Security Bureau received a report from the public that a doctor suspected of broadcasting gynecological surgery footage on the Internet, and the doctor involved, Li Mou, had been arrested.

In response to this matter, Station B publicly responded that after internal verification, the live broadcast room was repeatedly warned and cut off during the live broadcast on January 15, and then permanently banned. At present, the platform has reported to the public security organs and will actively cooperate with the police to carry out investigation and evidence collection.

Recently, Station B has been on the hot search for two consecutive days due to illegal content. Some netizens said on the social platform that they saw an account on the B station that was suspected of cracking videos in public places such as schools and hospitals and uploading them. On January 17, Station B responded on its official Weibo that it had removed relevant content and banned the account that uploaded relevant content, and reported the account information to the competent authorities. Follow-up investigations are ongoing.

Rigorous manual review and unique artificial intelligence screening system

For the frequent content controversy events, some netizens questioned the effectiveness of the B station review mechanism. Why didn't Station B deal with it until after the problem was discovered? What is the review mechanism of similar video platforms such as Station B?

In this regard, the UP owner, who has personal experience, told Nandu reporter that he had encountered strict manual review in the process of uploading videos on station B.

Many UP owners who have uploaded videos on Station B have also been manually reviewed and dismissed for various reasons. On social media platforms, many netizens shared their previous experience of posting videos on Station B but being rejected by censorship.

What is the video content review mechanism of Station B, and is all strictly reviewed by humans? Station B mentioned in the prospectus that during the content management and review process, Station B uses artificial intelligence technology to monitor the content uploaded to the platform. Its unique AI screening system compares videos to controversial videos in copyrighted or internal "blacklist" databases, finds symbolic similarities (i.e. keywords in video content), and automatically flags and screens out content that has privacy concerns or contains illegal or inappropriate content.

The content ecology behind it: PUGV based on up main creation

When it comes to platform video content, we have to mention the content ecology of the entire B station. In the prospectus, Station B said that PUGV is the cornerstone of its content ecology. In the fourth quarter of 2020, PUGV contributed 91% of the platform's video views. PUGV is the abbreviation of professional user-generated videos, and a large number of videos of Station B are produced and uploaded by UP Master.

Although Station B has always emphasized the "second dimension", since 2014, Station B CEO Chen Rui has made it clear that Station B's goal is not to become a vertical video content website built on ACG content, but to become a large comprehensive video site similar to YouTube.

Since then, the content ecology of Station B has gradually transformed, involved in film and television variety shows, e-sports and other fields, and tried to integrate into the mainstream cultural field to reach a wider range of Z generation users.

The intuitive perception of the user confirms this. As a senior user who has been using station B for 10 years, Xiao Yin told Nandu reporter that his most intuitive feeling is that the content of station B is converging with the content of short video platforms such as Douyin. "In the past, the hot sections of Station B were the ghost animal area and the game area, and now the living area and the food area are also getting hotter and hotter."

For vulgar and illegal content, Xiao Yin said that he did not encounter many cases of bad and vulgar pornography, but some vulgar remarks could be seen in the bullet screen and comment area. However, Station B has a small black room section, and it can be seen that Station B bans people who make relevant remarks according to the degree of badness.

Even if it is gradually transformed, Station B still maintains a high user stickiness. According to the prospectus, in 2020, the average time spent by a single active user on the mobile terminal application of Station B remained above 80 minutes per day, and users generated an average of 5.1 billion interactions per month on the platform.

The occurrence of illegal content is a common problem, and many similar video platforms have been interviewed

In fact, the occurrence of illegal content in live broadcasts and users' uploaded videos has become a common problem for many video content platforms.

According to public information, in June 2020, the Cyberspace Administration of China, the Cyberspace Administration of Beijing, and the Cyberspace Administration of Guangdong interviewed 10 online live broadcasting platforms such as Huya and Douyu due to illegal content on the platform, and asked 3 platforms such as Huazhu Live to rectify within a time limit, suspend new user registration during the rectification period, and comprehensively clean up the illegal content.

In May 2021, iQIYI, Youku and other platforms were punished administratively by the Beijing Municipal Bureau of Culture and Tourism for providing Internet cultural products with prohibited content, with fines of 15,000 yuan and 10,000 yuan respectively.

Recently, some media reported that some Internet celebrity anchors conducted vulgar live broadcasts on a platform, and after wearing a filial piety hat, they picked up a portrait of a middle-aged woman and introduced the products they sold, "Bought our filial piety hat to wear, the hands are not sore, and the legs are not painful." In this regard, the local public security bureau staff said that the man's behavior is vulgar live broadcast and will be banned.

The occurrence of such incidents is not only the responsibility of the platform party, but also the person who conducts illegal live broadcasting and the production and dissemination of illegal videos should bear corresponding responsibilities.

In the live broadcast of gynecological surgery on Station B, what kind of responsibilities should the doctors and other parties in the live broadcast bear? Ding Jinkun, a lawyer at Shanghai Dabang Law Firm, analyzed that the doctors involved in the case seriously violated professional ethics and infringed on the privacy of patients, and must bear civil liability, administrative liability, and possibly criminal liability. Civil liability refers to violations of the provisions of the Civil Code on the protection of citizens' privacy, and must apologize and compensate for losses. Administrative liability refers to the disclosure of patient privacy in violation of the Practicing Physicians Act. According to article 37 of the law, if the leakage of patients' privacy causes serious consequences, the health administrative department will be punished by suspending practicing for six months to one year, or revoking the practice certificate. At the same time, online live broadcasting has also violated the provisions of the Public Security Administration Punishment Law on the dissemination of privacy, and can be punished by public security.

In addition, Ding Jinkun believes that for the doctors involved in the case to secretly take pictures, other doctors did not stop it, but also the protection of patients is insufficient, and violations of the "Practicing Doctors Law" will be administratively punished. Regarding the liability of the website platform, if the website is negligent, such as the audit is not strict, should be discovered but not discovered, or not removed from the shelves at the first time after discovery, there is also network infringement liability.
