"Today, the deputies conducted an online consultation, and I asked a total of three questions, all of which I am very concerned about and that the citizens are particularly concerned about." Xu Liping, a deputy to the Shanghai Municipal People's Congress, told the surging news (www.thepaper.cn) reporter.

On January 19, the 2022 Shanghai People's Congress launched an online consultation activity on the suggestions and opinions of deputies, and the deputies of the Shanghai Municipal People's Congress can find relevant committees and offices in the cloud to consult questions through mobile phones and get answers immediately.

Xu Liping's first question was to consult the housing management department about the management and renewal of old commercial housing.

In recent years, Shanghai has accelerated the transformation of secondary old houses below the old mile. By the end of 2022, Shanghai will fully complete the transformation of secondary old houses in the central urban area. Xu Liping said she noticed that the houses built around 2000 have a long age, but the renewal of these communities has hit a card point, and how to carry out the update is a problem.

She asked the housing management department what is the total area of old commercial housing in Shanghai, and what is the proportion of the total residential area in the whole of Shanghai? Housing authorities responded that older buildings are usually delimited by 2000, and they have data on those built before 2000. However, the commercial housing built after 2000, for example, has 15 years and 20 years of housing age, and the housing management department does not have accurate data, "they will pay attention to this problem."

"I hope that in the future, the government departments will pay more attention to the large-scale and wide-ranging old commercial housing, and guide and cultivate the ability of community autonomy." Xu Liping said.

The second question is about the management of short-term rental housing and homestays in the downtown area of Shanghai.

"The country house has a management method, and in the central urban area, the Internet-based short-term rental house seems to have no management method, and there are often complaints from the public about disturbing the people and the problem of safety." Xu Liping said that she had written a representative's suggestion for this purpose, "The core is to let the government answer two questions, the first question is who (the government department) takes the lead, and the second question is that the government's management measures should be promulgated."

Today (January 19) there is progress on this matter. Xu Liping said that the Municipal Bureau of Culture and Tourism replied to her that the government department has introduced a management system for short-term rental housing in the central urban area, clarified the responsibilities of relevant departments, and will do a good job through multi-departmental coordination.

"After I learned about this management method today, I asked them if they wanted this document and they would study it, and they would pay attention to the implementation of this system in the future." Xu Liping said.

The third question is "reflected by the citizens on IChat", about the subsidy settlement of long-term care insurance for the elderly.

Xu Liping said that since the launch of the long-term care insurance system in Shanghai, a large number of elderly people and people with poor health have enjoyed care. But there are also some specific details in the advance. A citizen sent WeChat to her to reflect that she was hospitalized because of illness, during which the medical insurance card was in the hospital, but encountered the problem that the subsidy of long-term care insurance could not be settled, and it could not be settled in time.

She raised the issue with the Shanghai Municipal Medical Insurance Bureau. Xu Liping said that the medical insurance bureau replied that the subsidy settlement of long-term care insurance was settled over a period of time, to the effect that it could be settled. "Then I will ask the second question, then I said that if this old man is hospitalized for a long time, then his settlement will be delayed for a long time, so we hope to be able to consider the specific situation of the citizens."

Xu Liping said that the Medical Insurance Bureau humbly adopted her suggestions, took a pragmatic attitude, and promised to study the issue on a special topic. She was satisfied with that.

Regarding online consultation, this is the second time that this activity has been carried out after Shanghai pioneered the online consultation model of "two sessions" in 2021. Representative Xu Liping praised the way of online consultation. She said, "Online consultation is such a channel, for the representatives also have a sense of gain, the original communication with the government is face-to-face, now we are in the cloud zero distance, the efficiency is relatively fast." ”
