Linze: "Source" strong supervision "faucet" water is sweeter

In the gobi in the south of Linze County, there is a garden-style water supply project, and the trickle of clean water nourishes the hearts of more than 14,000 rural people - this is the Xinhua Water Plant in Linze County. From scratch, build large and small, from a single village water supply to the town's centralized water supply, Xinhua Water Plant has established a perfect automatic control system, a scientific water production process, a standardized water source protection area, a good village-level management and protection system and a water supply guarantee service mechanism, becoming a model for the development of rural water supply in Linze County. In December 2021, Xinhua Water Plant was established as a provincial four-star water plant.

Build large and small, and establish a centralized water supply mechanism

Xinhua Water Plant was founded in 2016, affected by factors such as the aging equipment of the water plant and the development of the aquaculture industry, the water pressure and water volume are difficult to meet the water demand of the masses.

Since 2019, Linze County has incorporated Xinhua Water Plant into the construction of rural water supply safety consolidation and improvement projects, through measures such as pipe network extension, expansion and reconstruction, and water source grid connection, built 3 new machine wells and 2 400 cubic meters of clear water pools, introduced a network-wide monitoring platform and operation management platform, and merged 4 village-level water supply projects such as Qianqian, Shengli, Dazhai, and Xinliu into Xinhua Water Plant's centralized water supply, forming 11 administrative villages with a daily water supply scale of 1958m3/d. Rural centralized "1,000 tons" water plant to ensure the safety of drinking water for more than 14,000 people in 4,200 households. Xinhua Water Plant extracts high-quality groundwater through the machine well, and after disinfection and sterilization treatment and frequency conversion and pressure in the pump room, the sweet tap water is sent to the homes of the masses.

At the same time, Xinhua Water Plant has comprehensively promoted the standardized construction of water sources, scientifically delineated 15 hectares of first-level protection areas and 420 hectares of second-level protection areas, set up more than 40 protection signs and warning signs, and installed 2.8 kilometers of protective nets, effectively ensuring the safety of water sources.

Standardize operation and build a full operation management and protection mechanism

In accordance with the requirements of "clarifying the property rights of facilities, diversifying the forms of operation, long-term management and maintenance, and informatization of operation and management", Xinhua Water Plant has explored the implementation of centralized management with irrigation district water pipe units as the main body, single-village management with the village committee as the main body, and autonomous management with water users as the main body.

In view of the problems such as poor operation of safe drinking water projects and imperfect supervision mechanisms, Xinhua Water Plant has deepened the implementation of the "three responsibilities" and "three systems" of drinking water safety management, established 7 systems such as water fee collection, service publicity, regular inspection, equipment management and protection, emergency support, personnel training, and annual evaluation, and compacted the operation and management responsibilities of water plant operation, equipment maintenance, pipe network inspection and village-level management and protection. Implement the inventory management mechanism of "small and micro powers" of rural water supply security services, open up a platform for the operation and supervision of "small and micro powers" of rural water supply security services, print and distribute posters for rural drinking water safety evaluation indicators, rural water safety understanding cards, and publish consultation and acceptance telephones and complaint and reporting telephones to the masses, so as to achieve "two-way" notification of rights and obligations, responsibilities and supervision, and ensure that the masses' water demands are managed and handled in a timely manner.

Here, Xinhua Water Plant formulated a work plan for the investigation and rectification of hidden dangers in water supply problems, carried out a drag-net "review" of the safety of drinking water in the whole town, and adopted the method of building a ledger, checking the situation, finding the cause, setting measures, and specifying the time limit, and conducted a drag-net inspection of the stability of the water supply and the water quality status, and the current four indicators such as the water quantity, water quality, water convenience, and water supply guarantee rate of the water users have reached the national safety standard.

Intelligent water supply, build an intelligent water supply network

In accordance with the requirements of smart water conservancy construction, Xinhua Water Plant promoted the construction of water supply engineering monitoring and control network and information construction, took the lead in establishing an "Internet + water supply service" integration mechanism in the county, and established an intelligent network integrating monitoring, control, measurement, payment, operation and maintenance of water from the water source to the end of the water user, realizing the "same source, homogeneity and same network" of rural water supply.

Xinhua Water Plant adopts a fully automatic wireless remote control system to monitor the water quantity, water quality, water pressure and other conditions of the water plant in real time; installs the intelligent water meter of the Internet of Things, completes the collection of water meter flow information terminal through intelligent meter reading, and builds an online convenient payment platform to guide water users to use WeChat to pay, and builds a double payment mode of "offline + online" for human drinking water fees.

By the end of 2021, Xinhua Water Plant has installed more than 3,000 intelligent household water meters for water users, and is gradually realizing the transformation from mechanization to digitalization and intelligence and the whole process of information management from the source of water to the tap.
