At the meeting, Min Tianshi, deputy director of the National Narcotics Control Office and deputy director of the Anti-Narcotics Information Technology Center of the Ministry of Public Security, introduced that in the "Clean Edge 2021" special action, we firmly grasped the "Golden Triangle", the general root cause of the mainland's drug problem, focused our work on the southwest direction, combined with the high-level prevention and control of the epidemic situation in Yunnan and the requirements of the "strong border defense" work, fully implemented the national anti-drug strategy of "clearing the source and cutting off the flow", changing passive blocking and interception to active attack, changing the interception of the source of the flow to the clear source and cutting the flow, and deepening the special action of "clean edge 2021". The first is to strengthen multinational anti-drug cooperation. The Ministry of Public Security has set up a forward command center in Kunming City, Yunnan Province, made full use of the working mechanism of the Border Liaison Officer's Office, actively promoted bilateral and multilateral anti-narcotics talks with Myanmar, Laos, Vietnam, Thailand and other countries, adopted various methods such as video links and border talks, exchanged information and clues related to drugs, jointly carried out anti-drug law enforcement, targeted anti-drug assistance, promoted the improvement of the border anti-drug coordination mechanism, and organized special actions such as the "China-Laos-Myanmar-Thailand" safe waterway and the "China-Vietnam" border joint anti-drug campaign. In 2021, our side has held 33 meetings and talks with Myanmar, Laos, Vietnam, Thailand and other countries, jointly carried out drug law enforcement 26 times and anti-drug operations 6 times, and donated anti-drug law enforcement equipment worth more than 3 million yuan to Laos, Myanmar and other relevant countries on many occasions, laying a solid foundation for comprehensive and in-depth international drug control cooperation.
The second is to vigorously promote the "pulling out the nails and chasing away." Focus on the investigation of high-risk drug-related personnel on the front line of the China-Myanmar and China-Laos borders, identify a group of drug dealers and drug lords who are entrenched outside the country, and arrest a group of "nails" and fugitives who have absconded abroad. Organize the establishment of special working groups in the three border prefectures and cities of Lincang, Pu'er, and Xishuangbanna in Yunnan, based on the border and serving the whole country, take the initiative to coordinate the cooperation of relevant countries, and concentrate superior forces to carry out the work of mapping and hunting down people who have absconded abroad. In 2021, a total of 150 fugitives and 4886 fugitives from the ministry of "nails" drug lords were arrested, forming a powerful deterrent.
The third is to severely crack down on overseas drug-making factories. Coordinate the two battlefields at home and abroad, and organize the overseas "Qingyuan" No. 1, No. 2, and No. 3 operations according to the echelon. Cooperate with relevant countries to destroy 4 overseas drug processing plants, 5 drug warehouses, and 15 warehouses of precursor chemicals, arrest 162 suspects of drug crimes at home and abroad, and seize 15.48 tons of various drugs, 223 tons of drug-making materials, 17 guns, and 2010 bullets. Among them, the "12.30" ministerial-level target case detected in Lincang City, Yunnan Province, destroyed 2 overseas drug-making factories, 5 warehouses for drugs and drug-making materials, arrested 52 criminal suspects at home and abroad, seized 8.67 tons of various drugs, more than 110 tons of drug-making articles, 12 guns, and 1220 bullets, refreshing the record of the first cross-border drug delivery in the mainland, the first number of anti-drug guns abroad, and the first number of overseas drug-making processing plants and warehouses.
