In January 1943, Akira Kimura, the head of the special high section of the Headquarters of the Japanese Kou Gendarmerie Who invaded Chengde, Jiro Nakasa Ando, a member of the Southwest Defense Committee, and Daisa, the headquarters of the Kwantung Army, planned and formulated the "21" plan to suppress the anti-Japanese organizations in the Luohe area, and arrived in Kuancheng, Hebei Province on the 16th of the same month to begin the dispatch of troops.
Kimura Akira successively transferred Akira Fukada, the commander of the Chengde Gendarmerie, and 60 of his subordinates; Shima Tamjiro, the commander of the Gubeikou Gendarmerie Detachment, and 60 of his subordinates; and the captain of the Kihoguchi Gendarmerie, Kasai, and 60 of his subordinates, all of whom were under the command of Kimura Akira, who divided his troops into three ways and attacked Jiuhuling, encircling the small village of Jiuhuling with only 20 families in the early morning of January 17.
