On the morning of January 18, the Fifth Session of the 13th People's Congress of Sichuan Province opened. The meeting listened to the work report made by Governor Huang Qiang on behalf of the provincial people's government.
The "Government Work Report" shows that in 2021, Sichuan will vigorously promote scientific and technological self-reliance and self-improvement, and the momentum of high-quality development will continue to increase.
The strategic scientific and technological forces have accelerated construction. Western (Chengdu) Science City, Tianfu Xinglong Lake Laboratory, Tianfu Yongxing Laboratory, and National Sichuan-Tibet Railway Technology Innovation Center were put into operation, and the China (Mianyang) Science and Technology City National Science and Technology Innovation Pilot Demonstration Zone and National Laboratory Sichuan Base accelerated construction. It has newly settled 3 national major scientific and technological infrastructure, 2 state key laboratories, 1 national engineering research center, and 2 national defense science and technology industry innovation centers.
Industrial technological innovation continued to strengthen. Implemented 144 demonstration projects and innovative product projects for the transfer and transformation of scientific and technological achievements, 27 scientific and technological achievements won national science and technology awards, the number of new invention patents authorized was 19,000, an increase of 36.3%, and the turnover of technical and wood contracts reached 139.6 billion yuan.
Military-civilian collaborative innovation has been deepened. Organize the implementation of key core technology research and industrial chain supply chain short board projects, 16 advanced technology achievements have been supported by the state.
Mass entrepreneurship and innovation are booming. The "Ten Articles of Science and Technology Innovation" was introduced, 6 academicians of the two academies were added, and the pilot project of "Tianfu Science and Technology Innovation Loan" was implemented. The province's R&D investment exceeded 100 billion yuan, 15,000 technology-based small and medium-sized enterprises were deposited, an increase of 20.5%, and the number of high-tech enterprises exceeded 10,000, and the operating income reached 2.1 trillion yuan, and scientific and technological innovation provided strong support for economic growth.
In 2022, how will Sichuan further promote innovation-driven high-quality development?
The "Government Work Report" proposes that Sichuan will strengthen the construction of strategic scientific and technological forces. From a high starting point, we will build a comprehensive science center in Chengdu and Chongqing, build a high-level science city in the west (Chengdu), promote the breakthrough development of China (Mianyang) Science and Technology City with high efficiency, and build and put into use high-altitude cosmic ray observation stations, translational medicine facilities and other major national scientific and technological infrastructure. Focus on the construction of Tianfu Laboratory in the fields of electronic information, life sciences, ecological environment and other fields, and lay out and build provincial key laboratories of science and technology for national defense.
Accelerate the construction of innovation carriers. Integrate resources and innovation mechanisms in key areas with strong scientific research strength and obvious industrial competitive advantages, accelerate the establishment of a market-oriented innovation consortium with deep integration of production, education and research, and complete the creation of a national precision medicine industry innovation center, a high-end aviation equipment technology innovation center, and an industrial cloud manufacturing innovation center.
Strengthen key core technology research. Sichuan will implement major scientific and technological projects such as integrated circuits and new displays, vanadium and titanium rare earths, intelligent equipment, and biological breeding, and strive to solve a number of "card neck" problems. Strengthen the leading cutting-edge technology research in the fields of terahertz communication technology, storage technology, optoelectronic technology, quantum Internet, laser technology and other fields, and strive for original breakthroughs. Implement the ten-year action plan for basic research, set up a provincial natural science foundation, and support enterprises, scientific research institutes and universities to jointly undertake major national science and technology projects. Carry out the "unveiling system" for scientific research projects, the "package system" for scientific research funds, and the comprehensive pilot project for the evaluation of scientific and technological achievements. Implement 100 demonstration projects for the transfer and transformation of scientific and technological achievements, and promote the deep integration of the innovation chain industry chain.
Deepen military-civilian collaborative innovation. Promote the landing of the regional transformation center for scientific and technological achievements in the national defense industry in Sichuan. Promote the development of industrial clusters such as nuclear energy and nuclear technology applications, aviation aircraft and engines, and accelerate the construction of high-tech wood industrial bases. Explore the integration and utilization of "military and civilian business" satellite data resources, implement the application demonstration of high score and Beidou satellites, and establish the Sichuan Satellite Resource Center.
