Hangzhou, vigorously promote the battle of manufacturing reform

"Re-industrialization" has become a tacit understanding of major cities.

With a new round of global industrial strategic layout, Europe and the United States and other countries are vying to introduce "new industrial strategies" and "re-industrialization strategies", and key domestic cities are also seizing industrial changes with artificial intelligence, industrial Internet, and cloud computing as new driving factors.

In 2019, Jinan for the first time issued policies and measures to support advanced manufacturing and digital economy with the government's No. 1 document; followed by Xi'an's "Implementation Opinions on Accelerating the Construction of a Strong City of Advanced Manufacturing" was officially introduced; in the first half of 2020, Nanjing listed industry in the assessment indicators of various urban areas, which is the first time in nearly 10 years.

Hangzhou, which is known for its digital economy, has also joined the ranks of manufacturing transformation and upgrading. In September 2019, Hangzhou proposed the "New Manufacturing Plan", which for the first time listed the digital economy and manufacturing industry as the "dual engine" of high-quality development, and took a clear banner to march towards high-end manufacturing.

Subsequently, on December 28, 2021, Hangzhou officially issued the "Hangzhou New Round of Manufacturing Industry "Cage for Birds, Phoenix Nirvana" Action Plan (2021-2023)" (hereinafter referred to as the "Action Plan"), which clarifies that in the future, through three years of tough actions, it will basically form a high-quality development pattern of industrial space agglomeration, cluster advantages and strong innovation momentum.

Urban "re-industrialization" is not easy, involving solving many problems such as manufacturing land space, building a complete industrial ecology, and supporting efficient guidance policies. The above-mentioned Action Plan provides the Hangzhou idea.

Ensure that new industrial land is transferred for manufacturing

Manufacturing industry has higher requirements for land space, and when a city escorts the manufacturing industry in terms of "land use", its determination to develop the manufacturing industry is self-evident.

In recent years, Zhejiang, Jiangsu, Guangdong and other coastal provinces have proposed to build world-class advanced manufacturing clusters. For example, Zhejiang wrote it into the "14th Five-Year Plan" and proposed in the "Zhejiang Province New Round of Manufacturing Industry "Cage for Birds, Phoenix Nirvana" Action Plan (2021-2023)" that Zhejiang will systematically promote the quality improvement of manufacturing clusters in the next two years with "industrial space" as the starting point.

Under this requirement, Hangzhou's "Action Plan" proposes to strictly adhere to the bottom line of the scale of 300 square kilometers of industrial land, and promote the organic renewal of industrial land by investigating high-consumption and inefficient enterprises and rectifying inefficient land. At the same time, the planning and reservation of projects with large land use scale are implemented. And further improve the "standard land" indicator control system, explore a new mechanism for the supply of mixed industrial land.

For the new round of "cage for bird" offensive action, Hangzhou is quite ambitious, planning to revitalize the total amount of inefficient industrial land by 2023 to reach more than 20,000 mu.

It is worth mentioning that in order to effectively promote this action, Hangzhou also plans to extract more than 1% of the city's land transfer income from 2021 to 2023 as a special working capital of "cage for birds", which will be used to revitalize industrial land, enterprise improvement and upgrading, dormitory-type affordable rental housing, and supporting facilities in industrial parks.

This also means that Hangzhou is using "real money and silver" to ensure sufficient development space for new manufacturing.

In the context of "carbon neutrality", energy consumption is the new "red line" of local development. Hangzhou is also prepared for this - in addition to resolutely curbing the blind development of the "two highs" project, the Action Plan also clarifies the goal of "building 2 green and low-carbon parks and 80 green and low-carbon factories at or above the municipal level every year".

Behind a series of "Tengnuo Dafa", Hangzhou hopes to achieve an all-round iterative upgrade of the manufacturing industry structure, spatial form, and average benefits per mu.

According to the plan, from 2021 to 2023, Hangzhou will transfer more than 10,000 mu of new industrial land every year (of which no less than 6,000 mu of new industrial land will be transferred), and the supply ratio will not be less than 30% of the total annual land supply. And to ensure that new industrial land is transferred for manufacturing.

Analysts pointed out that it is a determination to plan to sell 10,000 mu of manufacturing development space every year to ensure the landing space of the future manufacturing industry from the supply of factors. Under the protection of this element, in the next two years, Hangzhou may once again gather a group of new manufacturing enterprises, push up the proportion of GDP in the manufacturing industry, and break the outside world's doubts about Hangzhou's "partial science".

The above plan also clarifies the relevant targets: by 2023, the added value of the city's manufacturing industry will account for more than a quarter of GDP.

Attract 100 major projects and implement 100 billion funds

Tilting more core resources to industrial manufacturing will be the next important trend in Hangzhou.

Hangzhou proposed in the Action Plan that by 2023, industrial investment should reach an average annual growth rate of more than 10%. This will accelerate the accumulation of industrial technology and drive the growth of the manufacturing industry.

At present, Hangzhou's industrial investment has shown a high growth trend. In the first three quarters of 2021, Hangzhou's industrial investment increased by 22.8% year-on-year, with an average growth of 12.6% in two years. Comparing cities with the same level of development horizontally, Hangzhou's indicator is also at a higher level. For example, industrial investment in Nanjing increased by 16.4% in the first three quarters; industrial investment in Chengdu increased by 8.5% in the first three quarters.

Echoing this, Hangzhou is promoting the development of industrial funds.

In fact, in the context of the overall downturn in manufacturing investment, the guiding role of industrial funds is particularly important. Zou Lan, director of the Financial Market Department of Chinese Min min bank, believes that the current year-on-year decline in manufacturing investment is mainly due to the impact of the external economic environment and the new crown pneumonia epidemic, the liquidity of manufacturing enterprises is tight, and the investment ability and investment confidence of enterprises have been affected.

Under this node, Hangzhou's "Action Plan" proposes to "set up a 100 billion yuan Scale Hangzhou Innovation Fund, give play to the leading function of state-owned capital, and increase investment in key industries planned by the city such as life and health, artificial intelligence"; promote the "Phoenix Action" plan, raise more than 150 billion yuan in three years, and focus on investing in high-end manufacturing projects.

With the promotion of land, capital and other elements of security, Hangzhou is also making full use of horsepower to introduce major manufacturing projects. It proposes that by 2023, it will attract 120 major manufacturing projects of more than 1 billion yuan.

Build brand enterprises and cultivate individual champions

With the major cities successively focusing on manufacturing, building a local manufacturing brand has become an increasingly important part.

Wuhan proposed to polish the "Made in Wuhan" business card, Suzhou went all out to launch the "Made in Suzhou" brand, and Shanghai recently released the "14th Five-Year Plan" for the development of advanced manufacturing, which is clearly to make "Made in Shanghai" a city business card with international influence.

Zhejiang is looking forward to gathering the strength of the whole province to polish the "Made in Zhejiang" brand. The province has launched the "word mark" certification standard, forcing the industrial quality change in the region. It is understood that the "product word label" will conduct a comprehensive evaluation of the enterprise from the aspects of management level, production and manufacturing, technology research and development, and social recognition.

Hangzhou proposes that between 2021 and 2023, more than 65 "character label" brand enterprises will be cultivated every year, 75 "Zhejiang export famous brands" and "Hangzhou export famous brands" will be cultivated, and 125 "Zhejiang manufacturing products" will be promoted.

Behind the quality change involves not only a single brand enterprise, but also the improvement of the overall industrial chain. Its focus is to take leading enterprises as the guide, integrate and improve the level of regional industrial chains.

Previously, Hangzhou proposed to cultivate a number of "chain main factories" with global competitiveness and supply chain control, and strive to cultivate more than 30 champion "chain main factories" in the city by 2025.

In the view of Tong Kun, director of the Industrial Intelligent Networking Technology Research Office of the Hangzhou Innovation Research Institute of Beijing University of Aeronautics and Astronautics, Hangzhou has developed private enterprises and many small and medium-sized enterprises, with the characteristics of multiple varieties, multiple batches and small batches, and it is necessary for the "chain main factory" to strengthen the mutual cooperation of supply chain localization based on its own advantages.

In this context, not only the "chain main factory", Hangzhou has also given important attention to enterprises with key positions in the industrial chain such as single champions and specialized special innovations.

The "Action Plan" proposes that from 2021 to 2023, it will focus on the iconic industrial chain and key segments, and cultivate 5 single champion enterprises every year. At the same time, we will focus on key components, parts and other basic areas, cultivate 40 specialized new small giant enterprises, 15 hidden champion enterprises, and select more than 300 specialized and special new cultivation enterprises, and build a library to implement dynamic tracking services.

Nowadays, Hangzhou's determination to promote the transformation of the manufacturing industry has been strongly demonstrated.

Focusing on the future, if we can give full play to the advantages of the digital economy and the private economy and further improve the industrial chain ecology, Hangzhou is expected to establish new advantages in the new round of urban "re-industrialization".
