Since the central government fully implemented the river and lake chief system in 2017, our province has closely focused on the protection and governance of the six major river systems, the Niulan River, the Chishui River and the nine plateau lakes, and has made the comprehensive implementation of river and lake chiefs an important starting point for the vanguard of the construction of ecological civilization in Yunnan, continuously promoting the modernization of the river and lake governance system and governance capabilities, and comprehensively improving the ability to manage water and control water.

In the past 5 years, the work of the river and lake chief system in our province has achieved remarkable results, and the appearance of rivers and lakes has undergone fundamental changes.

Our province responded positively, and comprehensively established a five-level river and lake chief system of provinces, prefectures (cities), counties (cities), townships (towns), and villages one year ahead of the requirements of the central government, and the organization system of the three-level river chief system offices of provinces, prefectures (cities) and counties (cities, districts), as well as the deputy secretaries of the provincial, state (city), and county (city, district) party committees as chief inspectors, and the main responsible comrades of the people's congresses and cppcc committees at the same level as deputy chief inspectors, taking the lead in achieving full coverage of rivers and lakes and reservoirs in the country, and 33,882 river and lake chiefs in the province performed their duties with due diligence. Since 2017, a total of 4.148 million river and lake cruises have been carried out, and 22,000 inspections have been carried out by various departments at all levels. In order to consolidate the foundation of river and lake management and protection work, our province has successively introduced a series of systems and measures, taking the lead in promulgating the "Action Plan for the Comprehensive Implementation of the River Chief System in Yunnan Province (2017-2020)", completing the nine plateau lake protection and governance plans (2018-2035) and the revision of the regulations on the protection of plateau lakes, realizing the "one lake and one regulation", introducing more than 20 supporting regulations and systems, and completing the revision of 12394 "one river (lake reservoir canal) one policy".

Promote special actions to strengthen inter-provincial cooperation

In the past 5 years, our province has carried out in-depth special actions such as "river length and clear river", "clearing the four chaos" of rivers and lakes, cleaning up and rectifying river sand mining, cleaning and rectification of sewage outlets into rivers, "suppressing" urban black and odorous water bodies, centralized rectification of fish farming in river and lake cages, and illegal rectification of river and lake protection areas. Through a series of special rectifications, a large number of river and lake management and protection problems have been effectively solved, the shorelines of important rivers and lakes have been effectively controlled, and the water quality, water environment and water ecology of rivers and lakes in the province have been continuously improved.

At the same time, we have comprehensively established a joint prevention, joint control and joint management mechanism, and actively carried out more than 30 inter-provincial boundary river patrols and lake patrols. Carry out co-governance and co-management with Sichuan Province in the Lugu Lake Basin, and establish a coordination and linkage mechanism in the Yangtze River (Jinsha River) section to steadily promote the protection and governance of the Yangtze River. The three provinces of Yunnan-Guichuan have jointly legislated to formulate the Regulations on the Protection of the Chishui River Basin to comprehensively improve the protection and governance of the Chishui River Basin. The two provinces (autonomous regions) of Yunnan and Tibet jointly discussed the protection plan and actively promoted the protection and management of the Yangtze River (Jinsha River), lancang river, nu river, Irrawaddy river and other boundary rivers. In 2020, the province rated 400 beautiful rivers and lakes at the county level, 287 beautiful rivers and lakes at the state (city) level, and 116 beautiful rivers and lakes at the provincial level. In 2021, there are 528 provincial-level beautiful rivers and lakes declared, and 122 have been preliminarily evaluated and announced to the public. Every year, 100 million yuan of provincial financial awards and supplementary funds for beautiful rivers and lakes are implemented, and for 4 consecutive years, the prefectures (cities) that have completed the tasks of beautiful rivers and lakes have been rewarded and compensated, and the construction of beautiful rivers and lakes in the province has been comprehensively promoted.

In 2021, our province will change the concept of governance and implement the "lake revolution" battle. The provincial party committee and the provincial government have successively issued the "Implementation Plan for the Protection and Governance of the Nine Plateau Lakes in Yunnan Province" and the "Implementation Opinions of the Yunnan Provincial People's Government of the Yunnan Provincial Party Committee of the CPC On the "Lake Revolution" Offensive Battle", etc., and set up the "Lake Revolution" Offensive Battle Headquarters and expert team to fully promote the "Lake Revolution" offensive battle.

At the end of the "Thirteenth Five-Year Plan", the water quality compliance rate of the 200 important rivers, lakes and reservoirs and canals in our province was 89.5%, and the proportion of excellent surface water bodies included in the national assessment (reaching or better than Class III. ) increased from 66% at the end of the "Twelfth Five-Year Plan" to 83%, and from January to November 2021, the proportion increased to 85.7%, and the people's sense of happiness and gain was significantly improved.
