The federal government provoked India's multi-state leaders to invite Musk to build a factory

Leaders from four states and three political parties invited Elon Musk, CEO of U.S. electric car maker Tesla, in hopes of building factories in their states. Shortly after Musk expressed concern about India's high import tariffs, the NCP minister issued an invitation. Musk said: "There are still many challenges with the government of India. Tesla has been hoping that the government will make some concessions to it.

India's federal Ministry of Heavy Industry earlier declined to give a full commitment in this regard, but urged the company to start producing electric vehicles first. The Commerce Department's main concern, the sources said, was that other companies might seek similar concessions.

Still, Patil's invitation to Musk came as a surprise. However, the sources said that "Patil's proposal to Musk is clear that each state has the right to attract the largest and best investors."

Punjab Congress Party Chairman Sidhu and West Bengal Minister Rabbani have sent similar invitations to Musk.
